Name of Consulting Assignment:SWIOFish3 Project Mid-term ReviewThe Republic of Seychelles is currently implementing the Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3), which became effective in April 2018. The SWIOFish3 is a 6-year fisheries project (2018-2023) which aims to support the Government in strengthening its policy and governance framework for a transition to sustainable fisheries and expansion of the fisheries value chains in Seychelles.Monitoring and evaluation (M&E) of performance, outcomes and results by the Project Implementation Unit (PIU) were considered core components of the project design and constitute a basis for progress reporting to the National Steering Committee and World Bank implementation support missions. One of the key M&E events identified for this project is the Mid-Term Evaluation (MTE). This will enable the government of Seychelles, the World Bank and stakeholders to review in detail the progress, design features, risks, implementation arrangements, as well as results and achievements etc. and to propose adjustment the project its direction, arrangements and results framework. This will be supported by the PIU through the Monitoring and Evaluation Specialist (MES) who will ensure that all information deemed relevant is available for the review and facilitate interviews with key partners.The specific objectives of the assignment are:• To strengthen the adaptive management monitoring functions of the project• To ensure accountability for the achievement of the project objective• To enhance organizational and developmental learning• To enable informed decision-makingQualification/Skills RequiredFor this assignment, the Department of the Blue Economy (DBE) is seeking a consultant with the following profile and specific qualifications:• A Master’s degree or higher in project management, monitoring and evaluation, international or development studies, or fisheries science and management• 7-10 years’ experience in M&E and in undertaking evaluations of development assistance projects, including knowledge and experience of applying relevant evaluation criteria (e.g. OECD-DAC)• Demonstrated experience of leading evaluations of development assistance projects, and of planning and implementing mixed methods reviews. Strong quantitative and qualitative analysis skills.• Full proficiency in written and spoken English is a requirement• Strong interpersonal skills with emphasis on written and verbal communication.• Excellent analytical and critical thinking skills;• Previous experience in marine environment and fisheries related project is advantageousApplication processThe Department of the Blue Economy (DBE) is now inviting a consultant to indicate their interest in providing the services.
