Assignment Title: Consultancy Services for Developing Regional Food Security and Nutrition Strategy

  • The Intergovernmental Authority on Development (IGAD) has received financing from International Development Agency (IDA) towards the cost of the Food Systems Resilience Program for Eastern and Southern Africa and intends to apply part of the proceeds of this Grant to payments under this contract: Consultancy Services for Developing Regional Food Security and Nutrition Strategy
  • The overall objective of this consultancy is to review the regional food and nutrition response strategy adopted in 2020 and based on that will work on development of revised strategy with focuses on building resilient food systems in the region by promoting sustainable livelihood development practices.
  • The specific tasks shall include the following points:

it is expected that preparation of the IGAD regional food and nutrition strategy considers the following specific tasks:

3.1 Key Trends

  • Provide an assessment of key national, regional, and global trends that are impacting food security, obesity, and nutritional well-being.
  • Identify which of these trends IGAD could potentially, with the right resources, influence. 3.2 Risk Management
  • Construct a profile of the national, regional, and global risks that are likely impact food security and nutritional status over the next decade.
  • Provide an assessment of the current systems for emergency preparedness, risk management and response.
  • Provide an assessment of global trends in approaches to improving food security and nutritional outcomes. The assessment should digital solutions, AI technology, links to social protection, trade mechanisms, etc.
  • Look beyond the region to understand the solutions and the role that IGAD can play
  • Identify the key areas where IGAD can improve and influence improvements to risk management systems.

3.3. Food Production

  • Identify the priority commodities or the staple food items (plant products and livestock) in the region in term of production size and patterns, consumption size and patterns, and nutrition outcomes.
  • Identify the key enablers which IGAD can influence to support sustainable, resilient, and efficient production. E.g., improved coordination with research agencies, improving sharing of information. 3.4 Policy and Institutional Governance
  • Review financing, status and implementation of national and regional food security and nutrition polices and strategies and clearly spell out challenges and constraints in their implementation.
  • Identify opportunities and mechanisms through which IGAD can influence the key institutional, financial and coordination challenges into improve food security and nutrition in the region
  • Identify the data and information needs and gaps for informed decision-making purpose, capacity needs for different actors (producers, traders, public service providers) to implement food security and nutrition strategy, etc.
  • Identify the actions that IGAD can undertake to improve information flow and access to information.
  • Identify the key actions that IGAD can take to help reduce the time between shock identification and shock response. 3.5 Way forward.
  • Develop actionable strategies for IGAD to undertake to strengthen food security and nutrition, including under emergency situations.
  • Provide implementation arrangement, funding requirements and action plan. With result framework
  • The consultant shall possess the following minimum qualifications:
  • Advanced degree (Masters / PhD) in Agriculture, Agricultural Economics, Economics, Rural Development, Natural Resources Management, or related fields from a recognized higher education institution.
  • 10 years of demonstrated experience in conducting large-scale, multi-country studies on food and nutrition policy related topics; expertise in using interviews to collect information for food policy-relevant studies, including development of formats and questions for interviews and focus groups.
  • 5 Years of specific experiences in Developing Strategies
  • Advanced understanding of modern agricultural economics methods and food policy analysis,
  • A track-record in managing research networks and synthesizing results from complex country studies into generalizable lessons. He/she should have experience in interaction with high-level policy advisors and policy-makers. The lead food policy expert should have a track record of developing strategies in the past five years. State clearly the required specific experience in terms of years and/or number of assignments in a particular sector
  • The Consulting Services Contract is expected to be for a period of six (6) calendar months from the date of commencement.
  • The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (attach curriculum vitae (CV), copies of documentary evidence of Academic qualifications, and Professional Qualifications.
  • An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Regulations).
