The Government of Sierra Leone has received financing from the World Bank towards the cost of the Enhancing Sierra Leone Energy Access Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “Preparation of Resettlement Plan (RP)”. The estimated level of effort (professional staff-months) for this assignment is Eight (8) man weeks. Implementation is expected to commence on the 17th October 2025 and ends on the 31st December 2025.

The objective of this assignment is to prepare a Resettlement Plan (RP) for the Enhancing Sierra Leone Energy Access Project (ESLEAP) in line with the World Bank Environmental and Social Framework requirements on Land Acquisition and Involuntary Resettlement (ESS 5) and relevant national laws and regulations to ensure the adverse impacts resulting from physical and economic displacement due to project activities are adequately mitigated and the livelihood of Project Affected Persons (PAPs) are restored. The RP will include detailed information on PAPs whose livelihoods are likely to be adversely affected by the project activities, both during construction and operation.

The Electricity Distribution and Supply Authority (EDSA) now invites eligible Consulting Firms, (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: Relevance of Core Business, Relevant experience as a firm, Technical and Managerial Capability of the firm, and the qualification and experience of the Key Expert.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A Consultant will be selected in accordance with the Least Cost Selection (LCS) Method set out in World Bank Procurement Regulations 2025 (February).
