Subject: Request for Expression of Interest (REOI) for Provision of Consulting Services for preparation of detailed design and supervision of the construction of NaFAA Headquarters

The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group toward the implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and intends to utilize part of the funds for the preparation of detailed design and supervision of the construction of NaFAA National Headquarters in Monrovia. NaFAA envisions a four-story building that will provide significantly expanded space for its administrative and operational activities, thus, the need for revising the designs. This updated design is expected to be a state-of-the-art facility designed to meet modern demands - incorporating climate-smart approaches, aligning with global best practices in sustainable development while symbolizing Liberia’s commitment to effective fisheries management.

The objective of the assignment is to contract a consultant to undertake feasibility studies, review existing design reports and update the preliminary design technical aspects to be climate smart, prepare complete Engineering and Architectural Designs, Technical Specifications and Bills of Quantities (BOQ), for the construction of the NaFAA Headquarters herein termed as “Design Phase” and, upon satisfactory performance, supervise the construction contract executed by the Contractor and, in addition, provide the associated services during the required twelve-month Defects Liability Period (DLP) hereafter termed as “Supervision Phase”.

The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.)

The shortlisting criteria includes the following qualifications:

Firm Qualification Requirements and Composition of Key Experts:

It is expected that the recruited firm for the required services shall have at least 15 years general

Experience as a design firm with at least ten (10) years of specific experience designing and supervising vertical structure projects (administrative and public structures) of which at least two are donor funded projects fully completed.

It is estimated that a total of 158 person- months of key professional time, broken into 8 person- months for the design phase and 150 person-months for the supervision phase will be required. The key staff expected for the services include the following: All staff members must be proficient in the English language and computer literate in applications related to reporting as per their areas of specializations.

The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal. The proposed key staff listed below will not be evaluated at this stage:

Team Leader – Project Manager/Senior Structural Engineer, Architectural Engineer

Mechanical Engineer, and Civil Engineer

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November 2020, and September 2023 setting forth the World Bank’s policy on conflict of interest. A Consultancy Firm will be selected in accordance with the Quality and Cost-Based Selection Method (QCBS) set out in the Procurement Regulations.
