Assignment Title: Procurement of a Gender Specialist

  • The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan.
  • MoED intends to apply part of the proceeds for consulting services (“the Services”) which include procurement of a Gender Specialist (Individual Consultant) assignment for a period of Twenty-four (24) months. The objective of the assignment is to lead the effective implementation of ASSIST’s five-year Gender Work Plan and provide technical support to ensure the project achieves its gender target. The Specialist will also provide leadership to ensure that technical knowledge is developed, updated and disseminated

  • MoED now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand.
  • The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications and copies of the appointment letter (s)/ Contract (s) of the current or most recent employment.
  • The individual consultant will be selected in accordance with the Open National Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria:

i). Bachelor degree in Gender and Development, Social Development or Human Rights and Law and International relationship and other related social science disciple, with a minimum 7 years relevant experience in the public sector, NGOs or projects supported by development partners.

ii). Minimum of three (3) years relevant experience in providing high level technical support, program design and advisory support for gender equality interventions in energy and infrastructure sector (or similar sectors) in South Sudan or Africa region.

iii). Experience in gender equality policy formulation, development of capacity development programs on gender sensitivity training, women’s employment and gender-based violence is desired

iv). Proven experience of developing gender indicators, monitoring and evaluation system for projects and programs is required;

v). Experience in working with Government Project. Experience in usage of computer and office software packages;

vi). Relevant experience in providing high level technical support, program design and advisory support for gender equality interventions in energy and infrastructure sector (or similar sectors) in South Sudan or Africa region;

vii). Ability to lead revision of workplace policies like human resource policies and procedures, training and development guideline etc to ensure gender integration is required;

viii). In-depth experience working directly with project teams and interacting with governments/public sector entities on gender and social issues in South Sudan is key

ix). Should demonstrate a strong background in usage of computer and office software packages.

x). Must be a fluent in spoken and written English and local language is required

  • The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
