Technical Assistance for the Assessment, Design and Supervision for refurbishment of Schools

  • The Ministry of General Education and Instruction through the Government of the Republic South Sudan has received financing from the World Bank towards the cost of implementation of project title: Building Skills for Human Capital Development in South Sudan (BSHCDSS). The Ministry of General Education and Instruction (MoGEI) intends to use portion of the proceed of the grant for the construction and rehabilitation of forty (40) Schools in Refugee and Host Community areas located in the four (4) states of South Sudan.
  • The consulting services (“the Services”) include Engineering Assessment of the existing infrastructures, Design and procurement support of works and Supervision for the Rehabilitation of forty (40) selected states for a period of three year. The detailed Terms of Reference (ToR) for the assignment can be access at the following website: www.mogei.gov.ss. The schools are found in the following four (4) States of South Sudan: 1- Central Equatoria; 2- Western Equatoria; 3- Upper Nile; and Ruweng Administrative Area.
  • The Ministry of General Education and Instruction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • A Minimum of ten (10) years of core business as a consulting firm in undertaking planning, feasibility study and detailed design for civil works infrastructure related to building structures.
  • Experience of at least 4 assignments completed in the last 5 years of similar in nature, type, scope in the following areas: (i) Feasibility studies in infrastructural projects, (ii) Design/design review and support of Preparation and bidding documents in according with the World bank Regulations (iii) Constructions/Rehabilitation Supervision of the selected schools in three states and one Administrative Area within the country. The experience in these different areas may be obtained from the same assignment or from different assignments provided the Consultancy firm can demonstrate that all the areas must be covered
  • Experience in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa and Conflict affected countries such as South Sudan.
  • Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the assignment which should be supported by detailed company profiles providing details about staff skills and their experience to undertake the assignment.
  • The Consultant(s) will be selected in accordance with the Quality and Cost Based Selection (QCBS) set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing.
  • A Consultant will be selected in accordance with the quality cost-based selection (QCBS) method set out in the Procurement Regulations.
