- The Government of the Republic of Sierra Leone has received financing from the World Bank towards the cost of the Regional Emergency Solar Power Intervention Project (RESPITE), and intends to apply part of the proceeds towards payments under the Contracts for Design, Supply & Installation of voltage regulation equipment at Freetown 161kV Substation and Rehabilitation of Freetown 161kV Substation. For this contract, the Borrower shall process the payments using the Direct Payment and/or Designated Account disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Electricity Distribution and Supply Authority (EDSA) now invites sealed Bids from eligible Bidders for Design, Supply & Installation of voltage regulation equipment at Freetown 161kV Substation and Rehabilitation of Freetown 161kV Substation.
- Bidders may Bid for this contract, as further defined in the bidding document. Bidders wishing to offer discount in case they are awarded the contract will be allowed to do so, provided the discount is included in the Letter of Bid.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Electricity Distribution and Supply Authority (EDSA), Mr. Emmanuel Ozigbo (email: [email protected]) and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below.
- The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of NLE3,400 (Thee Thousand, Four Hundred New Sierra Leone Leones) equivalent to US$150 (Two Hundred United States Dollars). The method of payment will be by bank deposit into the RESPITE Sub (Leones) designated account below:

The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 6th January 2025 at 12:15 p.m. (in the conference room on 3rd floor). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a Bid Security of US$ 35,000.00
