SS-MWRI-463853-CS-QBS• The Government of the Republic of South Sudan (GRSS), has received a grant from the International Development Association (IDA) to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GRSS intends to utilize part of the proceeds of this financing to conduct various Environmental and Social Impact Assessment (ESIA), Resettlement Action Plan, and Environmental and Social Audits. This Phase 1 of the RCRP aims to improve the management of water-related climate impacts in Eastern and Southern Africa with South Sudan as one of the focus countries. This an initial project is meant to help South Sudan prepare for the long-term flood and drought protection measures and investments. It focuses on non-structural measures, including climate resilient water resource management planning, early warning, improved monitoring and forecasting capacities, flood risk mapping, and community level interventions, rehabilitation of existing flood protection and water retention and storage infrastructure, including potential support to natural-capital based livelihood activities in flood-prone areas for a period of 5 years (2023 – 2028).2.The objective of the consulting services (“the Services”) is to minimize (or otherwise avoid) significant environmental and social risks and impacts, and hence maximize the RCRP benefits.3.The consulting services will involve conducting the following activities/assignments:a.Environmental and Social Impact Assessment (ESIA),b. Resettlement Action Plan (RAP), and,c. Annual Environmental and Social Audit (ESA).4. The detailed Terms of Reference can be downloaded from the website of the Ministry of Finance of South Sudan at the NGO Forum at https://comms.southsudanngoforum.org/c/tenders/8 and the Ministry of Water Resources and Irrigation website at Home - MWRI. The Terms of Reference may also be requested from the email address below: [email protected] copied to [email protected].5. To minimize time lags in the implementation of the project due to repetitive procurement of firms to conduct of ESIA, RAP and ESA, the Ministry of Water Resources and Irrigation (MWRI) seeks to sign Framework Agreement with qualified consulting firms (“Consultants”) that will participate in a Call-Off Contract at a Secondary Procurement Stage.6. The MWRI now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:a. The firm must be registered nationally or internationally to carry out such assignments as required under the scope of the Terms of Reference, and must have at least 8 years’ experience in the conduct of the activities as per the Terms of Reference.b. The firm must have performed at least three similar assignments in the last 8 years covering the scope of the assignment.c. Experience in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa.d. Submit Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CVs of the staff). Key Experts will not be evaluated at the shortlisting stage.7. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and revised September 2023 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s Policy on Conflict of Interest.8. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.9. A Consultant will be selected in accordance with the Quality-Based Selection (QBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and revised Fifth Edition, September 2023.10.
