REQUEST FOR EXPRESSIONS OF INTEREST (LOCAL HIRE)

Assignment Title: Third Party Monitoring and Beneficiary Satisfaction Survey for The REALISE Project

The Liberia Agency for Community Empowerment has received financing from the World Bank and Agence Francaise De Developpement toward the cost of the Recovery of Economic Activity for Liberian Informal Sector Employment Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) herein mentioned is the contract for Third Party Monitoring and Beneficiary Satisfaction Survey for The REALISE Project. The contract is expected to run for six (6) months.

The Liberia Agency for Community Empowerment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. To be shortlisted, all firms must:

  • Be a legally registered firm to operate in Liberia and deliver monitoring services or a similar context in the region;
  • Have at least three (3) years of relevant experience in executing similar assignment for Donor Funded Projects;
  • Strong work experience in providing consultancy on monitoring, data analysis and reporting, and field-based research/interview or survey services;
  • Demonstrate proven capacity to work in all parts of Liberia; and
  • Have experience working with Government and NGOs sectors in delivering monitoring and evaluation, data collection, analysis and reporting activities.

In addition, the firm management must have the following staff with qualifications and experience as:

  • Executive Director/Team Leader:
  • Master’s degree in international affairs, sociology, statistics, and other social sciences,
  • At least five years’ experience in managing, designing, and conducting survey and monitoring of project interventions.
  • Proven capacity to use technology and software such as word, excel, ODK, etc.;
  • Experience in monitoring and evaluation, data analysis, and reporting on accountability interventions
  • M&E Officer
  • Must have a minimum of an associate degree in Business Management or Social Sciences or a diploma in M&E Training from a recognized institution;
  • Must have had at least 2-year experience in monitoring and evaluation activities; and
  • Be able to design and implement M & E activities, and provide project updates on results/indicators
  • Finance Officer
  • Must have a minimum of Associate Degree in Accounting
  • Two years of working experience with a donor funded project
  • Be able to prepare budgets, invoices and financial statements

Applicable Guidelines

The Applicable guideline for this recruitment is: World Bank Procurement Regulations for IPF Borrows dated July 2016, revised November 2020. Attention of interested Consulting firms is drawn to paragraph 3.14 of these Regulations, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the aforementioned Procurement Regulations for IPF Borrowers.
