Request for Expression of Interest (REOI)

  • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the Resilience Livestock Support Project (RLSP). Based on this, the Ministry of Livestock and Fisheries (MLF) will be the direct implementing agency for this project and is seeking to use a portion of the proceeds of the funds to finance the position of the Senior Financial Management Specialist.

The objective of the consultancy is to execute accounting and financial management responsibilities of all donor projects under the MLF in full adherence and compliance with donor and Government financial management guidelines, procedures, regulations and closely follow project implementation manual and grant agreement of the project. To this end, the Consultant is expected to consider all the elements of the PFM cycle i.e. budget preparation, budget execution, budget monitoring, accounting and treasury management, internal control including internal audit, financial reporting, and external audits. As part of strengthening the accounts and finance function, the Specialist is expected to be a central resource in supporting MLF financial systems as well as for the projects it implements.

  • Responsibilities: The Consultant shall work in the Project Coordination Unit (PCU) of the projects and s/he will have the following key responsibilities among others: technically support the MLF to achieve the above-stated objective, advice and ensure that all the financial management activities are compliant with the Financing Agreement, Operation Manual and World Bank financial Guidelines; He/she will support the financial management of the program activities and contribute and give emphasis to capacity building of the Government staff; and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (by E-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.

  • Duration: The assignment will be for a period of twelve (24) months with the possibility of extension subject to satisfactory performance.

Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills should include:

  • Bachelor’s degree in accounting, finance, business administration or related fields from a recognized university, a master’s degree in accounting, finance, business administration or related fields from a recognized university plus;
  • Professional qualifications such as ACCA, CPA, CIMA, CIPFA or equivalent, and;
  • (iii) Full membership of a professional accountancy body recognized by the International Federation of Accountants (IFAC) and in good standing.

The candidate should have a minimum 10 years of practical experience related to financial management responsibilities and at least 5 of the 10 years should be related to projects funded by the World Bank or similar international organizations such as African Development Bank, Asian development Bank; accounting packages and word-processing; Experience in similar donor-funded assignment in fragile and conflict situations; Experience working in hard and difficulty environments with flexible working hours and handling extensive workload with minimum supervision; Excellent written and oral communication skills, in English, to deliver complex technical documents, and reports. Excellent computer skills, including databases.

Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (by e-mail at the address given below).

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ fifth Edition (2025) [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ Fifth Edition (2025) for selection of individual consultants.
