STATE DEPARTMENT OF MEDICAL SERVICES REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Kenya Project: Health Emergency Preparedness Response and Resilience Project Loan No./Credit No./ Grant No.: IDA 7405 Assignment Title: Consulting services to undertake Kenya’s climate change and Health Vulnerability and Adaptation assessment ( KCHVA) Reference No. (as per Procurement Plan): KE-MOH-556692-CS-CQS The State Department for Medical services has received financing from the World Bank toward the cost of Health Emergency Preparedness Response and Resilience Project the and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include • Performing a literature review of scientific and local reports, scoping data sources related to climate, health, and socio-economic factors

• Conducting key informant interviews with stakeholders across various ministries,

counties and organizations. • Collecting climate change and vulnerability data through published and unpublished

reports as well as through field visits to at least 10 counties (Annex 1 list of proposed counties) and • Submitting the Vulnerability and Adaptation Assessment (CHVA) report for Kenya and detailed climate health profiles for all the 47 counties in Kenya

The assignment is expected to be implemented over a period of six (6) calendar months from contract commencement. It will be implemented in two phases with phase 1 expected to be completed in four (4) months and phase two (2) will run for two (2) months. The expected start date is October 2026 The detailed Terms of Reference (TOR) for the assignment can be found at the Ministry of Health website:www.heath.go.ke link: https://health.go.ke/tenders The State Department for Medical Services now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Core business and years in business: The Firm shall be registered/incorporated as a

consultancy firm with at least 10 years of experience successfully undertaking and completing public health and climate health consultancies, with particular focus in assessing public health impacts and developing health impact assessment and management plans and climate change vulnerability and adaptation assessments in low and middle-income countries particularly in sub–Saharan Africa. • Relevant Experience:

• Minimum 7 years as the lead expert in conducting public health

consultancies in the areas of Health Impact Assessment (HIA), Environmental and Social Impact Assessments (ESIAs,) climate health modelling preferably with climate health projects financed by World Bank, World Health organization, IFC, UNICEF or other multilateral institutions. • Experience with projects funded by international financial institutions, such as the

World Bank, World Health Organization, Global Fund and familiarity with the World Health Organization's guide on climate vulnerability and adaptation assessments and the World Bank’s Environmental and Social Framework (ESF) among other global best frameworks. • Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the

assignment. This will be demonstrated through the submitted company profile(s) detailing the firm’s capabilities, resources and relevant expertise. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of: • the preparation of the TOR for the assignment; • the selection process for the contract; or • the supervision of the contract; may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract as per paragraph 3.17(d) of the Procurement Regulations. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations for IPF borrowers published in July 2016 revised in November 2020.
