• The Government of Botswana has received financing from the International Bank for Reconstruction and Development (IBRD) in the form of a loan toward the cost of the Botswana Emergency Water Supply Efficiency Project. The Department of Water and Sanitation, an implementing agency of the Client, intends to apply part of the proceeds toward payments under the contract[1] for Geophysical Borehole Exploration, Drilling, Logging, Construction, Development, Rehabilitation and Test Pumping / Injection of Boreholes at Palla Road Wellfield, Central District, Botswana for which this Request for Bids is issued. Payments by the Bank will be made only at the request of the Government of Botswana and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement.

• The Department of Water and Sanitation now invites sealed Bids from eligible Bidders for Geophysical Borehole Exploration, Drilling, Logging, Construction, Development, Rehabilitation and Test Pumping / Injection of Boreholes at Palla Road Wellfield, Central District, Botswana for a period 6 months.

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

• Local contractors registered in Botswana must have;

• Company Registration Documents (include certified copies of Directors and Shareholder forms)

• Valid Tax Clearance Certificate (provide TIN number or Tax Clearance No. for verification on the BURS websites)

• Certified copies of original identity documents (e.g. Omang or passport) for all key personnel

• Registered with PPADB under :

Code 306 Water Engineering Services, Sub code 03 Borehole Siting and Logging,

And

Code 09 Drilling Works, Sub Code 01 Drilling, Borehole Development Equipping, Grade E, and Sub code 02 Test pumping

If a local bidder does not have all the codes or sub- codes, they can form a Joint Venture or enter into a Sub Contract to meet the requirements of the Bid and each party must submit their PPADB registration name for on-line verification purposes.

• Certified copies of Registration books issued by Department of Roads and Transport for all the vehicles and trailers in the contract or lease agreement.

• Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend on 14th September 2020 at 1000 CAT

• All Bids must be accompanied by a Bid-Securing Declaration,

• “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”

• Notwithstanding anything in the foregoing, The Government of Botswana reserve, the right to accept or reject any or all applications or to cancel the entire proceedings without giving any reasons whatsoever.
