1.BACKGROUND

The Government of Somalia, through the Ministry of Fisheries and Blue Economy (MFBE has requested for financial support from the World Bank Group in support of the Somali Sustainable Fisheries Development Project (SSFDP). The Project’s Development Objective (PDO) is to improve the sustainable management of selected fisheries and enhance the capacity of targeted coastal communities to benefit from fisheries production. The Ministry intends to apply part of the proceeds towards the recruitment of a Fisheries Advisor.

  • OVERALL OBJECTIVES OF THE ASSIGNMENT:

The Ministry of Fisheries and Blue Economy of the Federal Republic of Somalia, seeks an experienced, highly qualified and committed Fisheries Advisor for the project. The Fisheries Advisor will play a critical role in supporting these efforts by providing technical guidance, building institutional capacity, advising on policy development, and ensuring Somalia’s effective participation in international and regional fisheries governance structures.

Support finalization, validation and dissemination of the National Fisheries Policy, analyze information necessary for sector growth, including improving product quality, the adoption of appropriate technology and improving domestic and export market access, Analyze and assess the impact of existing or proposed national and regional fisheries management measures and arrangements on fisher folk's interests and development to the sector. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be provided upon submission of request by E-mail provided below.

3.SELECTION CRITERIA; The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The minimum qualifications, experience and competencies include;

  • A master’s degree or higher in Fisheries Science, Marine Biology, Environmental Science, or a related field. PhD will be an advantage
  • Minimum of 10 years of relevant experience in fisheries management, preferably in a developing country context.
  • Strong knowledge of sustainable fisheries policies, regulations and practices including community-based fisheries management and co-management. Experience with coastal infrastructure development is an advantage.
  • Proven experience in developing fisheries policies and regulations at national or regional levels.
  • Demonstrated ability to work collaboratively with government officials, local communities, NGOs, and other stakeholders to promote sustainable fisheries practices.
  • Strong analytical and problem-solving skills, with the ability to assess complex situations and provide actionable recommendations.
  • Excellent written and verbal communication skills, with the ability to convey technical information to diverse audiences.
  • Ability to work in challenging environments and adapt to changing project needs and priorities.
  • REPORTING; The Fisheries Advisor will report directly to the Director General (DG) of the MFBE while maintaining a close working relationship with the MFBE department directors. In this role, he will work closely with PMU/PIU project teams.

5.TIMING DURATION OF ASSIGNMENT: The assignment is expected to last for 12 months. The selected candidate will work 10 days per month for 12 months, with the possibility of an extension based on performance and project needs. The Duty shall be home-based (with trips to Somalia when necessary.

The Ministry of Fisheries and Blue Economy (MFBE) now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide the following: (i) Curriculum Vitae (CV), in World Bank Prescribed format with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

  • SUBMISSION REQUIREMENTS; The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
