| SS-MWRI-461015-CS-INDV• The Government of South Sudan (GoSS) has received a grant from the International Development Association (IDA) to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing to recruit a competent expert for the position of GIS Specialist with duty station at the Ministry of Water Resources and Irrigation’s Project Implementation Unit (PIU) Office, based in Hai El Cinema in Juba, South Sudan.• The consulting services (“the Services”) main objective of the GIS Specialist is to enhance the capacity of MWRI in designing, developing, and implement systems and databases to access and store geospatial data, analyse data utilizing mapping software, design digital maps using geospatial data and analyse spatial and non-spatial information for the Ministry of Water Resources and Irrigation.• The assignment shall be for a period of one year renewable subject to probation period of three months satisfactory performance.• The detailed Terms of Reference can be downloaded from the website of the Ministry of Water Resources and Irrigation of South Sudan at https://mwri.gov.ss/ and the NGO Forum at https://comms.southsudanngoforum.org/c/tenders/8 . The Terms of Reference may also be obtained from the email address below: [email protected] copied to [email protected]• The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Progam now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies and the list of three references or contact persons to reach out from previous assignments). The shortlisting criteria are:• Must have a Bachelor’s degree in GIS, Geography, Remote sensing or related field with demonstrated capabilities in GIS. Must• have a Master’s Degree in GIS or any other related field.• Minimum 5 years of ESRI ArcGIS experience QGIS Engineering or related field.• Previous experience in developing GIS and remote sensing deliverables.• Able to perform field data collection activities requiring long durations of walking and remote areas visits.• Able to travel for extended periods of time for up to three weeks at project locations.• Proficiency using ESRI ArcGIS Software, QGIS Software, and Microsoft Office is desired.Proficiency in English language; written and verbal communication skills.• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.• An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest.
