REQUEST FOR EXPRESSION OF INTEREST (FIRMS):

The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance a consultancy for a study on Raw Water Abstraction and Pricing Strategy.
Background
The Department of Water Affairs under the Ministry of Land Management, Water, and Sanitation Services in the Republic of Botswana intends to engage an experienced consultancy firm to carry out a study on Raw Water Abstraction and Pricing Strategy. Botswana’s water sector is evolving and it has now taken the direction of Integrated Water Resources Management (IWRM) in line with internationally accepted practice. Among others, this implies that water resources should be treated as economic goods. The strategy will focus on the raw (untreated) water from the surface water bodies and groundwater-aquifers, and treated effluent from wastewater treatment facilities. The strategy will exclude raw water from outside country through transfer schemes.
Selection criteria: only firms that meet the below criteria will be shortlisted
Eligibility:
- The Consultant must submit notarized or certified copies of Certificate of incorporation or Proof of Registration of the consulting firm, Company Directorship.
- For local Consultants they must be registered with the Public Procurement and Asset Disposal Board in the following categories,
Code 306 – Water Engineering Services, Sub code 02 – Water Resource Planning
or
Code 313 – Environmental Services, Sub code 05 - Natural resource planning and management, 06 – Environmental policy and legislation.
- The Consultant must provide Tax Clearance Certificate from its country of operation
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and references must be attached. In case of Joint Venture (JV) a notarised Copy of the JV Agreement is required
- Must demonstrate availability of relevant skills among staff related to the assignment: Evidence of relevant skills for Project Team Leader (Strategic leadership, financial management, proven experience in developing and/or implementing water related strategy/policy framework especially in developing countries), Water Resources Specialist/ Planner and Policy/Strategy development specialist to be engaged.
Relevant experience in similar assignments and environments:
- The consulting firm must provide information on similar projects (Strategy development) undertaken within the past ten (10) years with a brief description of each project, funding source(s), Contract Amount and the Employer.
- The consulting firm must have completed at least one (1) similar project (Strategy development) as a lead Consultant) in terms of scope, complexity and value within the past 10 years.
Shortlisting of the Consulting firms will be carried out according to the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers (Regulations), revised July 2016 ("Consultant Guidelines").

Interested parties are required to submit one (1) original and three (3) copies of the Expression of Interest document, including a soft copy (PDF format) in a CD in one sealed envelope, marked “Expression of Interest for Raw Water Abstraction and Pricing Strategy Study” addressed to:
