  • BACKGROUND

The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Individual Consultant: Grid Expansion and Coordinated Infrastructure Planning for Ministry of Energy & Dams & South Sudan Electricity Corporation (SSEC)

  • OBJECTIVE OF THE ASSIGNMENT

The primary objective of this consultancy is to support the Ministry of Energy & Dams and SSEC in enhancing their capacity for strategic planning and investment in grid expansion. This includes the development of masterplans for grid transmission and distribution systems, standardizing technical infrastructure specifications, and creating a robust framework for coordinated infrastructure planning

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Develop comprehensive masterplans for grid transmission and distribution (GT&D) to define clear investment pathways
  • Standardize technical planning and infrastructure specifications for grid expansion, covering key components such as transmission lines, substations, and smart grid technologies.
  • Develop frameworks for coordinated infrastructure planning between energy projects and other national infrastructure sectors (e.g., roads, water, and telecommunications
  • Provide capacity-building workshops and training sessions for relevant personnel at MoED and SSEC to enhance their strategic planning capabilities.
  • Conduct a comparative analysis of international best practices in grid expansion and infrastructure planning

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

  • Advanced degree in Electrical Engineering, Energy Systems, Infrastructure Planning, or related fields

Experience

  • Minimum of 10 years of experience in strategic infrastructure planning and grid expansion, particularly in the energy sector.
  • Proven expertise in developing grid transmission and distribution masterplans.
  • Experience in standardizing technical specifications for grid infrastructure.
  • Strong stakeholder engagement and capacity-building experience.
  • Familiarity with regional energy frameworks (EAC, EAPP, SAPP, COMESA) and international best practices.
  • Proficiency in infrastructure planning software (e.g., PowerFactory, PSS®E) and MS Office Suite.
  • Experience working with government institutions, international organizations, or similar development projects.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of 12 months spread over 14months period
