REQUEST FOR EXPRESSIONS OF INTEREST

(Consultant Services – Individual Consultant)

Assignment Title: SOCIAL SPECIALIST

The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais), so it intends to apply part of the financing resources to contract the services of an individual consultant for the position of Social Specialist.

Under the supervision of the Project Coordinator, the Social Specialist (ES) is responsible for implementing the following instruments prepared within the framework of the project, namely the Environmental and Social Management Framework (ESMF), Resettlement Policy Framework (RSF), Stakeholder Engagement Plan (SEPP), Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Plans (ESMP), among others. The Social Specialist will work closely with the Environmental Specialist, as well as the Project Social Workers and Specialists from the Implementation Unit and the Project's partner institutions.

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) of Ministry of Planning now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The Consultant must have the following qualifications and expertise:

Basic Qualifications:

Master's or Bachelor's degree in a field relevant to the job, related to Social Sciences, with emphasis on: Community Development, Social Work, Social Protection, Gender Studies, Sociology, Anthropology, Human Rights, Social Impact Assessment, and others;

Minimum of ten (10) years' proven experience in drawing up, implementing and monitoring Social, Gender and Social Development Studies.

Proven experience of working in Africa and Angola on development projects;

Experience in applying the World Bank's Safeguard Policies or the World Bank's Environmental and Social Framework (ESF), or the International Finance Corporation (IFC) Standards, as well as applicable National Social Legislation;

Experience in implementing (designing, implementing and monitoring activities) complaints management mechanisms;

Experience of Office applications and tools based on information and communications technologies (ICTs), namely: word processing, Excel spreadsheets, data processing and analysis and PowerPoint;

Fluency in Portuguese and English.

Proven technical, analytical, writing and communication skills in writing social and environmental compliance progress reports and communicating results, as well as experience in drawing up and analysing performance indicators (KPIs);

Preferred Qualifications:

Proven and relevant professional experience of at least ten (10) years, including experience as a multidisciplinary team leader in social development projects, working on projects with Multilateral Funding Organisations, will be an advantage.

Knowledge of social issues linked to involuntary resettlement, gender equality, stakeholder engagement and public consultations. Experience in the implementation (design, implementation and monitoring of activities) of public consultation and involuntary resettlement processes will be an advantage;

Experience in managing and following up cases of Gender-Based Violence (GBV) is an advantage;

The Social Specialist will report directly to the Project Coordinator, and indirectly to the Project Director/ DNIP.

The duration of the contract will initially be twelve (12) months with the possibility of extension, and subject to satisfactory performance.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
