Assignment Title: Consultancy Services for Procurement of Third-Party Monitoring Firm for the HSTP

  • The Government of South Sudan has received financing from The World Bank through towards the cost of the Health Sector Transformation Project (HSTP). and intends to apply part of the proceeds for consulting services, “the Third-Party Monitoring services”
  • The consulting service (TPM) with the overall objective to ensure high-quality data are available to support service delivery improvements and government stewardship, particularly in monitoring and capacity development of the project activities. By making data available and usable, TPM will help the Government manage monitor the project activities being implemented through the Management Organizations Os to ensure achievement of project Development objectives are met.The Project Development Objective (PDO) of HSTP is to expand access to basic package of health and nutrition services, improve health sector stewardship, and strengthen the health system. The Project has four (4) components namely: (1) Component 1: Provision of Basic Health Services Nationwide (2) Component 2: Health Systems Strengthening (3) Component 3: Monitoring and Evaluation and Project Management (4) Component 4: Contingent Emergency Response
  • To provide effective TPM services, the assignment is divided covering two different geographical locations named Packages. TPM agencies will be engaged to provide TPM to either of the geographical locations as outlined in the table below.

Package 1.Unity, Upper Nile, Warrap, Eastern Equatoria, Northern Bahr al Ghazal and Pibor
Package 2.Central Equatoria, Jonglei, Western Equatoria, Lakes, Western Bar el Ghazal, Abyei and Ruweng administrative areasInterested TPM firms may express their interest in one package. Each package will be evaluated and awarded separately.4. The assignment will be executed over a period of thirty-six (36) months from contract start date.5. The Ministry of Health (MoH) through the Project Management Unit (PMU) established at the Ministry invites eligible firms or NGOs, (“Consultants”) to indicate their interest in providing the Services stated in this REOI and detailed in the TOR of this assignment. Interested Firms/NGOs should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A firm/NGO can submit expression of interest for ONLY ONE package. The shortlisting criteria are:• Core business and years in business: the firm/NGOs shall have at least 10 years general experience in providing third-party monitoring and household surveys in a health-related projects in public and private sector funded by the multilateral organization. Experience in post-conflict countries like South Sudan or within the Sub-Saharan context shall be added advantage.• Specific Experience: At least 2 similar assignments/projects completed within the last 10 years in providing third party monitoring in health-related environment and in a post conflict country like South Sudan environment or within the Sub-Saharan context.• At least 5 years’ experience in designing and using data visualization Software Applications and solutions display data verification and analysis of projects shall be desired.• The technical and managerial organization of the Consultant. (The firm/NGO shall demonstrate having the requisite technical capacity and managerial capacity to undertake the assignment which should be supported by detailed company profiles providing details about staff skills and their experience to undertake the assignment (No CV is required at this time)6. Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023 fifth edition. (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.7. The consultant (Firm/NGO)) may associate with other firms/NGOs to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing.8. A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations. The subject line should clearly state: “Expression of Interest for Third Party Monitoring – PACKAGE 1” or “Expression of Interest for Third Party Monitoring – PACKAGE 2”, with each package submitted in a separate email.
