The Guinea-Bissau has received financing from the World Bank toward the cost of the West Africa Regional Digital Integration Program (WADIP) Guinea-Bissau, and intends to apply part of the proceeds toward payments under the contract Consultant.

The West Africa Regional Digital Integration Program GW now invites sealed Bids from eligible Bidders for Support the Government of Guinea-Bissau in Critical Information Infrastructure Protection, Identification of preliminary list of CII operators, Development of the CII Governance Model, Development of a Risk Management Framework for CIIs, etc. This contract includes Related Training Services, the services will be delivered, and executed in Bissau, Guinea Bissau.

Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The key personnel for this consultancy should be composed of:

-Team Leader and Senior Ciber Security Specialist

-Critical Information Infrastructure Expert

-Project Key Expert

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for REIT Borrowers", September 2025 ("Procurement Regulations"), which sets forth the World Bank's policy on conflicts of interest.

A Consultant will be selected in accordance with the Selection method based on the qualifications of consultants described in the Procurement Regulations.
