Assignment Title: Development of Zimbabwe Integrated Social Protection Management Information System.

The Government of Zimbabwe (GOZ) has received financing from the World Bank towards the implementation of the SPF: Support To Zimbabwe Recovery And Resilience Project and intends to use part of the funding to finance consultancy services for Development of Zimbabwe Integrated Social Protection Management Information System.

Background: The Ministry of Public Service, Labour and Social Welfare (MOPSLSW) in collaboration with Development Partners has adopted an Electronic and Digital Strategy to improve Social Protection (SP) programming. The idea of an Integrated SP MIS has come from the challenges that the ministry and other SP stakeholders in the country faced over the year in managing data storage, accessibility, validity, consistency, quality, overlap, sharing, analysis and presentation/ Reporting Requirements. The emphasis is on the design of the system which must allow future scalability without much need for development of functionality as the modular design of the system should allow the officers of the Ministry to easily re-use the existing code of modules with some modifications, to create a new interface for a new intervention.

The main objective of this assignment is designing and implementation of a centralized and scalable web-based SP MIS Platform that facilitates end-to-end automation of the core MOPSLSW business functions through a unified IT Platform.

The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible consulting firms (Consultants) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consulting firm must have and demonstrate the following requisite skills and experience in the last five years. The short listing criteria are:

  • Evidence of company registration, ownership and shareholding;
  • Statement of capability detailing amongst others relevant experience and roles in the previous assignments;
  • Evidence of having undertaken at least two (2) similar assignments in social protection Management Information System in the last five years.
  • Availability of appropriate skills among staff (Systems Architect, Business Analyst ,Senior Social Protection Specialist, Software Developer ,Database developer ,Quality Assurance Specialist)

Selection will be based on the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (2018).

The attention of interested Consultants is drawn to paragraph 3.14 of the Regulations setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. In order to deal with COVID-19 travel restrictions, International Consulting firms are encouraged to partner with domestic firms.
