The Government of the Republic of Zambia through the Ministry of Transport and Logistics, has received financing from the World Bank towards the cost of the Transport Corridors for Economic Resilience Project and intends to apply part of the proceeds for Individual Consulting Services to undertake a comprehensive assessment of Statutory Instrument No. 7 of 2018 and provide recommendations to the Government on improving the Instrument and/or alternative policy, regulatory, and institutional mechanisms to effectively promote modal shift from road to rail.
The consulting services will be undertaken in Five (5) months. The individual consultant is expected to assess assess the performance and impact of SI No. 7 of 2018 from 2019–2023; analyse modal share trends between rail and road transport for bulk commodities; identify key constraints (infrastructure, operational, regulatory, commercial) affecting rail uptake; evaluate existing compliance, monitoring, and reporting systems; review institutional arrangements supporting modal shift; assess whether SI No. 7 of 2018 remains fit-for-purpose or requires revision or replacement; provide policy, regulatory, and non-regulatory options to promote modal shift (including incentives, market-based instruments, and infrastructure support); recommend institutional, operational, and digital systems to support data collection, monitoring, and decision-making; and propose an implementation and monitoring framework for recommended interventions.
The Ministry of Transport and Logistics now invites eligible National Individual Consultants to indicate their interest in providing the Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services including updated Curriculum Vitae (CV) and a short expression of interest summarizing their understanding and approach of the assignment. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
Guidance on contents of the EOI: The following instructions need to be followed when submitting Expressions of Interest (EoI) which will be used as short-listing criteria:
- EoIs should be submitted either in hard and/or soft copies within the stated deadline. Hard Copies should be delivered to the address provided below by Tuesday 9th June, 2026 at 14:30 local time. Consultants may make arrangements to have their Expressions of interest delivered by courier services. However, the Ministry shall not accept liability for loss or late delivery;
- Soft copies of EOIs must be e-mailed to [email protected] and mandatory copy to [email protected] and [email protected] and [email protected] by Tuesday 9th June, 2026 at 14:30 local time;
- If submitting EoI(s) in hard copy, the EoI must be submitted in an envelope marked "EoI for Consultancy Services for ZM-MTOL-458695-CS-INDV: Submission Date (dd/mm/yyyy); Submitted by (name of the consultant);
- If submitting EoI(s) in soft copy, the EoI must be submitted in an email marked "EoI for Consultancy Services ZM-MTOL-458695-CS-INDV: Submitted by (name of the consultant);
- An EoI must be a maximum of 30 pages. Any EoI submission over 30 pages will only be reviewed for the first 30 pages;
- A cover letter expressing interest in offering the services. (Maximum 2 pages);
- The Consultant shall have the following expertise and qualifications:
- A Degree (or higher) in Transport Economics, Transport Policy, Railway Engineering, Law, Public Policy, or related field;
- At least 7 years of relevant professional experience in transport policy, regulatory reform, or infrastructure sectors;
- Demonstrated experience in international best practices on modal shift policies and transport regulation;
- Direct experience in drafting or reviewing statutory instruments, regulations, or transport legislation, with strong understanding of Administrative law, Regulatory impact assessments;
- Compliance and enforcement frameworks
- Knowledge of Southern African transport system;
- Experiencing working with government and regional bodies in Africa, preferably in SADC/COMESA countries; and
- Excellent analytical, report writing and stakeholder engagement skills.
- Experience of the consultant submitting the EoI should be in a tabular form of previous comparable similar assignments including country, client, assignment title, assignment reference number, assignment value, assignment period, brief description of consultant's role in the assignment and the contact details. List only the most important and relevant ones. (Note: List the largest value and most relevant projects to this assignment first).
