Assignment Title: Procurement of Individual Consultant - Health and Safety Specialist on Koboko-Yumbe-Moyo Road Project (1No.)

Reference No.: UNRAISRVCS/2020-2021/00082

1.0 Background

The Government of Uganda has received for a grant of US$ 130.8 Million (United States Dollars One Hundred Thirty Million, Eight Hundred Thousand) equivalent from the World Bank to support its refugee resettlement programme and it intends to apply part of the proceeds to payments for Consulting services to be procured under this project.

The objective of this role is to ensure that the implementation of Component 1: Road development of Koboko - Yumbe - Moyo is in conformity with Uganda's Occupational safety and Health laws, the World Bank (WB) Environment and Social Framework and international standards. Special attention shall be paid to risk management throughout the project management cycle for infrastructure development, supporting the development and implementation of Health and Safety Management System and its integration with Environment Social Management System at UNRA and Project level.

The Uganda National Roads Authority (UNRA) now invites eligible and qualified candidates to apply for the position of Individual Consultant - Health and Safety Specialist (1 No.) on Koboko-Yumbe-Moyo Road Project.

2.0 Duties and Responsibilities

  • Focal point for management of Health safety on the project; strategic planning for

health and safety in liaison with UNRA Project Management Unit! Team.

  • Ensure implementation of National regulatory, World Bank's and UNRA

requirements on Health and Safety on the Project.

  • Conduct and review risk assessment and enforce preventative measures on

Health and Safety and maintain a Project Health and Safety Risk Register.

  • Participate in project Environmental and Social Impact Assessment Process

(ESIA) to integrate health and safety aspects at Project and UNRA level.

  • Undertake monitoring of Project health and safety and supervision of project works, including development of monitoring checklists, implementation of H&S management plans, including training, conduct of regular/daily tool-box meetings on H&S, compilation of periodic (quarterly, semi-annual, and annual) progress reports, to ensure compliance with relevant Health and Safety requirements, including provision and use of appropriate PPE; and evaluate and review project performance Health and Safety and report to Management.
  • Provide feedback to the Planning and procurement process for the project to

ensure that (a)the Health and Safety requirements are properly reflected and priced in contract documents, (b) Health and Safety milestones are included in the contractor's certificates for payment, and (c) conditions of approval for the NEMA certificates and other statutory approvals are well considered, implemented and accordingly advise UNRA and project implementation teams.

  • Work with Social Development and Environment Specialists to support the production and review of health, safety, social and environmental management plans, on a regular basis and ensure these are up to date at all times.

8.Advise project staff, contractors, consultants, implementing partners and other stakeholders on various health and safety related to project implementation.

  • Develop review and implement training plans for Health and Safety including; initiating, organizing and conducting training for UNRA and project teams: contractors, consultants and other stakeholders and ensure full and accurate health and safety training records are maintained.
  • Establish a full programme of documented Health and Safety inspections, audits and checks on the project. This will include; undertaking audits and or coordinating audit processes, reviewing audit reports, developing audit Terms of Reference, procurement of service providers to identify issues or non­ conformities, and enforce necessary actions where unsafe acts or processes that seem dangerous or un healthy are detected.
  • Participate in regular site meetings to report on relevant Health and Safety matters and to provide necessary advice.

12.Assist UNRA and project to meet Health and Safety standards and to prepare for and meet the requirements of external audits for IS045001; and undertake regular auditing of the system inline ISO 45001.

13.Act as a link between UNRA and World Bank Consultants, Contractors, Communities and respective local governments on Health and Safety Issues. Undertake follow-up with respective District Labour Officers and DOSH on any

project related Insurance Compensation for accidents victims under applicable

Insurance Policies. Support the UNRA and Projects' teams in raising awareness on health and safety issues among project staff, consultants, contractors, implementing partners and other stakeholders, working closely with UNRAs health

and Safety Manager.

14.Coordinate and participate in engagement and feedback activities aimed at disseminating good practices and sharing lessons learned from the implementation of the project.

  • Participate in capacity building assessment for UNRA staff in the area of Health and Safety.
  • Perform any other related tasks that may be assigned from time to time.

3.0 Qualifications Selection Criteria

Education

  • First Degree in Natural, Social or Physical Science; Engineering, Environmental Management with a Diploma or Certificate in Occupational Safety and Health from International Certified Training Provider,
  • Or First Degree in Natural, Social, or Physical Science; Environmental Management, Natural Resource Management, Social Sciences, Engineering and a 2nd Degree in Health and Safety
  • Training in ISO 14001 or OSHAS 45001 implementation and auditing

4.0 Experience

  • Six (06) years' work experience in the Health and Safety Sector
  • Three (03) years' management experience in a position of Health and Safety
  • Three (03) years' experience working with a reputable international organization with an internationally Certified Management Systems (Quality, Environment Management System and Health and Safety Management System) will be an added advantage
  • Experience working with donor funded projects road construction Projects, with some level experience in field work.
  • Demonstrated understanding of OSH Management Systems; OSHAS 18001 and
  • ISO 45001.
  • Demonstrated experience developing, coordinating and or undertaking Health and Six (06) years of work experience in the Health and Safety Sector

The Shortlisting criteria will be in accordance with Section V, Selection of Individual Consultants set in the Consultants Guidelines.

The attention of interested Consultants is drawn to Section III, Paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s Policy on conflict of Interest.
