The Government of Sierra Leone has received financing from the World Bank towards the cost of the Enhancing Sierra Leone Energy Access Project and now intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “Preparation of a gender gap analysis and policy to reduce gender disparity within the energy sector.” The estimated level of effort (professional staff-months) for this assignment is six (06) man months. Implementation is expected to commence on 1st October 2026.

The objective of this assignment is to assess the current state of gender inclusion in Sierra Leone’s energy sector, identifying barriers, gaps, and opportunities.

To benchmark best practices from regional and global experiences most relevant to Sierra Leone in mainstreaming gender into energy policy and programming.

To develop a comprehensive Gender and Energy Policy with clear strategies, implementation mechanisms, and monitoring frameworks.

To strengthen institutional capacity within the Ministry of Energy, sector agencies, and private actors (EDSA, EGTC, EWRC, etc) to integrate gender considerations into planning, operations, and investment decisions.

To design and recommend key interventions that promote women’s active participation and leadership in the energy sector.

The Ministry of Energy (MoE) now invite eligible Consulting Firms, (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are Relevance of Core Business, Relevant experience as a firm, Technical and Managerial Capability of the firm. The qualification and experience of the Key Expert are not evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in World Bank Procurement Regulations 2025 (September).
