Assignment Title: Consulting services for recruitment of Diving and Salvage Consultant to Prepare a Condition Report for Wrecks at The Mesurado Industrial Pier
The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group towards the preparation and implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and desires to apply part of the proceeds towards eligible payment of the services for recruitment of diving and salvage consultant to prepare a condition report for wrecks at the mesurado industrial pier. The removal of wrecks at the Mesurado Industrial Fishing Pier marks a crucial first step towards constructing the proposed industrial fishing port. This project is strategically located at the Mesurado Pier in Montserrado County, Liberia.
The objectives of the assignment
The objectives of this assignment are to:
Identify all the legal background information related to the assignment;
Provide detailed characteristics of the wrecks, including dimensions and Gross Tonnage;
Assess the existing structural conditions of the wrecks and identify any potential environmental impediments that would necessitate special attention, such as unruptured fuel tanks that may still contain fuel, intact engine blocks and fuel lines, lead-acid batteries, paints, etc.;
Provide an estimate in tons of the quantity of scrap metal to be recovered from the sea bed and the associated costs;
Provide at least two feasible means through which the wrecks can be removed;
Identify possible risks and mitigation measures for the removal of the wrecks and any pollutants that may still be in the wrecks;
Prepare detailed Terms of Reference to guide the project in hiring a contractor for the removal and disposal of the wrecks.
Qualification Requirements and Composition of Consulting firm: The minimum requirements for the firm:
The minimum requirements for the firm are (i) extensive and proven experience in conducting or implementing assignment (diving and salvage works) of similar scope and nature, and must have successfully implemented at least 1 similar project in the past 10 years; (iii) evidence of at least 10 years’ experience, knowledge and familiarity in the area of the assignment. It’s preferred that the firm has recent and solid experience in diving or salvaging service for governmental or donor financed projects, and have completed at least one similar assignment within the last ten years. Must have experience working in Africa or the region.
Team leader - Marine Salvage Engineer
Graduate degree in naval architecture, mechanical engineering or related field;
A minimum of 5 years of experience in marine salvage operations;
Excellent organizational, written, and verbal communication skills in English.
SURVEY DIVER
ADCI Commercial Diving Certification;
Minimum AA Degree in diving or marine studies
5 years’ experience as ADCI certify diver
Air diving supervisor
ADCI Supervisor Certification Card for air diving;
Minimum AA Degree in diving or marine studies
5 years’ experience as ADCI certify diver
Valid CPR and first aid certification.
The team is expected to have the following:
Strong analytical and report writing skills
Strong communication and facilitation skills
High computer literacy, and
Full proficiency in English

A Consulting Firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
