The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance a consultancy for the Study and design of saline/brackish groundwater use options
Background
The Department of Water Affairs (DWS) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage an experienced consultant to carry out a study and design of saline/brackish groundwater use options in the Southern Kalahari areas of Botswana. Past groundwater resources development initiatives have mainly concentrated on the development of fresh groundwater resources and where saline resources were encountered their potential was never evaluated to ascertain their quantity and quality aspects.
Eight (8) exploration boreholes are to be drilled strategically in order to understand the aquifer thickness. Water Samples will be collected from these boreholes and all other existing boreholes for testing and analysis for quality. Reports with supporting geographic information system files, database files, and digital data on the quantity, quality and distribution/location of saline groundwater will be submitted. A strategy on the use of brackish and saline groundwater resources to improve water scarcity in the area will be developed. DWS staff will be trained in groundwater assessment methodologies and modelling.
In accordance with the Environmental Assessment Act of 2010, it is a statutory requirement to conduct an Environmental Impact Assessment (EIA) study and provide environmental monitoring for every construction project.
In order to achieve the objectives of the study, the Consultant has to develop an Environmental Management Plan for the study. The Consultant will have to make maximum use of the existing data and information, do literature review internally, regionally, and internationally and closely liaise with all key stakeholders.

Eligibility:
Selected tenderers must, in order to be considered for the award of the contract, be registered with the Public Procurement and Asset Disposal Board (PPADB) in the following categories:
- Code: 313 Environmental Services
- Sub-codes: 01– Environmental Assessments
- The Consultant must submit notarized or certified copies of Certificate of incorporation or Proof of Registration of the consulting firm, Company Directorship.
- The Consultant must provide a valid Tax Clearance Certificate PIN for online verification
- Bidders must demonstrate availability of relevant skills among staff related to the assignment: Evidence of relevant skills for the personnel listed in the terms of reference (TOR) should be demonstrated
Relevant experience in similar assignments and environments:
- The consulting firm must provide information on projects undertaken in the past five (5) years with a brief description of each project, funding source(s), Contract Amount and the Employer.
- Along with this, the Consultant must also have completed at least three (3) similar works (projects or consultancies in Environmental Impact Assessment )
Shortlisting of the Consulting firms will be carried out according to the World Bank Procurement Regulations for IPF Borrowers (Regulations), revised July 2016 ("Consultant Guidelines").
