Assignment Title: Consultancy for the Review of IGAD Countries’ Profiles on Gender in Food Systems

Contract No.: DJ-IGAD-492866-CS-INDV

The Intergovernmental Authority on Development (IGAD) has received financing from International Development Agency (IDA) towards the cost of the Food systems resilience program for Eastern and Southern Africa and intends to apply part of the proceeds of this Grant to payments under this contract: Consultancy for the Review of IGAD Countries’ Profiles on Gender in Food Systems.

1.The objective of the assignment:

The overall objective of this assignment is to undertake a study to review the gender dynamics within national food systems of its Member States to identify key gender issues and provide policy recommendations to enhance gender equality and women’s empowerment in the context of food security and nutrition. As much as possible this study/assessment/review should help IGAD to produce a template in which MSs can be compared using similar parameters.

  • The specific objectives of the assignment are:
  • Prepare gender profiles of Member States showing the status of women in food systems with a focus on Climate Smart Agriculture and cross-border agricultural formal and informal trade
  • Identify Barriers and Opportunities: Identify barriers to gender equality and opportunities for IGAD to influence enhancement of women’s participation and empowerment in Climate Smart Agriculture and agricultural cross border formal and informal trade.
  • Identify opportunities for south-to-south knowledge exchange with female political leaders to discuss the challenges and opportunities of mainstreaming gender.
  • Provide Recommendations: Develop prioritized and doable recommendations to address identified barriers and leverage opportunities in the short and medium terms that can be taken up by IGAD FSRP, National Level FSRPs and IGAD Member States considering their specificities and priorities.

3.Scope of Services and Specific Tasks

  • Literature Review: Conduct a comprehensive review of existing literature on gender and food systems in IGAD region.
  • Stakeholder Consultation: Engage with relevant stakeholders, especially gender focal person in government agencies (primary stakeholders) including relevant female politicians and FSRP National Coordinators.
  • Data Collection: Compile information from already available publications; grey literatures, reports of ministries/agencies and CGIAR members as appropriate. Collect secondary data from reports of Central Statistical Agencies of IGAD Member states, interviews with key stakeholders including gender focal persons in Ministries working in the agricultural sector.
  • Review of relevant national level policies: Provide an overview of national and sectoral policies that are relevant to the focus areas of this assessment visa-vis addressing the gender gaps
  • Data Analysis: Analyze the collected data to show the current status of women’s participation in food systems and identify gender gaps and trends.
  • Member State level consultation: Conduct Member State Level Consultation on the preliminary findings of the review to validate the findings and the recommendations
  • Report Writing: Prepare a detailed report with findings including summary of gender profiles of each MS, policy recommendations, and proposed action plan.

4.Minimum Consultant’s qualifications and experience requirements

A regional consultant will be responsible for working with national consultants who will lead the work at national level guided by the regional consultant.

  • Education: A minimum of MA/MSC degree in gender studies, agricultural economics, rural development or related fields.
  • General Experience: Minimum 7 years of demonstrated expertise in mainstreaming gender in projects and programs.
  • Specific Expertise: Proven experience in gender analysis in food systems context.
  • Familiarity with IGAD region context or working experience in IGAD region is highly desirable
  • Skills: Strong analytical skills, excellent report writing, and presentation skills.
  • Language: Fluency in English.
  • The Consulting Services Contract is expected to be for a period of five (5) calendar months from the date of commencement.
  • The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services.
