- Background
The Government of South Sudan, through the Ministry of Finance and Planning (MoFP) has received a grant from the World Bank towards the cost of implementing the Public Financial Management and Institutional Strengthening Project (PFMIS). The project aims to lay a strong foundation for PFM reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country.
One of the key project interventions is to strengthen capacity of MoFP in formulation, development and monitoring of national and sectoral policies and plans. The Ministry works to ensure that sectoral priorities align with the Revitalized National Development Strategy (R-NDS) and the broader national vision for economic growth and effective governance. There is a need to review performance and document key lessons of the elapsed R-NDS 2021-2024 to inform the development of a broader policy framework for the period of the extended Revitalized Agreement on Resolution of the Conflict in South Sudan (R-ARCSS), which has been extended to 2026.
To facilitate this process, the Ministry of Finance and Planning intends to engage the services of an individual Policy Planning Consultant to provide technical support to the Directorate of Sectoral Planning of the ministry in the review of the R-NDS, develop a bridge planning framework to guide the Government policy planning until the end of the extended period of the R-NDS.
- Scope of Work and Responsibilities:
The Senior Policy Planning Advisor will provide strategic and technical leadership to enhance capacity of the Directorate to develop, implement and monitor policies and sectoral plans in alignment with the R-NDS and budget processes. The scope of the assignment will cover the following key areas: Policy Development and Coordination; Capacity Building; Monitoring and Evaluation; Stakeholder Engagement; and Advisory Support.
The Consultant will be required to undertake the tasks listed under the core areas and deliver outputs detailed in the Terms of Reference (TOR). The TOR will be provided upon request through the email contact below.
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include:
A. Education:
A postgraduate degree in Strategic Planning, Public Policy, Economics, Development Economics, Development Studies, Public Administration or a related discipline.
B. Experience:
- At least 8 years of proven experience in policy planning, development and implementation particularly in public sector reform or PFM.
- At least 5 years of demonstrable professional experience in developing and implementing organizational and project M&E plans, frameworks and tools and conducting M&E of Government/public sector development programs and projects.
- Demonstrated experience in institutional capacity building and training.
- Experience working in fragile or conflict-affected environments is an added advantage.
- Expertise in public sector diagnostics and stakeholder engagement in developing country context.
- A good understanding/appreciation of fiscal management issues and relevant regional and international standards/frameworks and best practices.
- A good understanding of governance and situational context as it relates to fiscal management in South Sudan would be an asset.
- Strong written and oral communications skills in English.
- Excellent research, analytical and communication skills, both oral and written
The Consultant shall use an evidence-based approach and ensure the highest standards of work and timely deliverables at every stage of this assignment.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duty Station and Duration:
The position is based in Juba, South Sudan and the assignment will be carried out over a period of 12 months.
- The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and revised 5th edition (2025) [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers’ July 2016 and revised 5th edition (2025).
- The MoFP now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
