Name of Consulting Assignment:Socio-economic impact assessment of the Mahé Plateau trap and line fishery co-management planDemersal finfish species are of fundamental importance to the economic and social wellbeing of the inhabitants of Seychelles with most catches retained for local consumption and the associated artisanal fisheries reserved for local participants. The Mahé Plateau line and trap fishery for demersal finfish is the most important domestic fishery by value and volume and contributes significantly to food security and employment. There are growing concerns over sustainability of the fishery, marked by declines in catch and catch rates, a drop in the average size of fish caught, and a need for fishers to venture further to new fishing areas to maintain catches, placing financial strain on commercial fishing activities. Fishers, processors, research scientists and fisheries managers have voiced their concerns over the state of the resource and have urged intervention to ensure the long-term sustainability of the resource.To address some of these concerns the Mahé Plateau Trap and Line Fishery Co-management Plan (the ‘Plan’) was developed following considerable stakeholder consultations and was gazetted for implementation in 2020. The Plan identifies measures to ensure sustainability of fisheries resources and to address access to the fishery, whilst advocating for shared responsibility between government, resource users and other stakeholders in managing the resource, with a phased approach to its implementation.The introduction of new management measures to a fishery is likely to bring about a range of socioeconomic impacts, such as changes to levels of income and employment. However, such information was not available at the stage of Plan preparation. In order to promote compliance and ensure that short-term impacts are not perceived to outweigh the longer-term benefits envisioned by the Plan, it is therefore important to quantify impacts resulting from the measures and to disentangle them from impacts arising from other sources. The economic viability and the social context of fisheries have an important impact on sustainable use and the responses of fishers to management. At present, socio-economic information is not well integrated in fisheries monitoring. Therefore, the results of this study will be used to develop monitoring systems for the fishery that can be used for timely understanding or prediction of the imports from changes in management or the status of the fishery.To determine the socio-economic impacts of Plan and to augment understanding of the demersal fishery, the Seychelles Fishing Authority is now recruiting an individual consultant to undertake this assignment.The objectives of the assignment are to;• Conduct a socio-economic impact assessment (SEIA) to determine both direct and indirect impacts of the new measures under the management plan.• Develop a sensitivity analysis featuring pessimistic, realistic, and optimistic scenarios that could serve as a basis to examine future changes in measures.• Evaluate stakeholder perceptions that may affect compliance with the measures.• Determine mitigation strategies to reduce the adverse effects of the measures.For this assignment, the SFA is seeking an individual consultant having the following profile and specific qualifications:• Master’s degree in either economics, statistics or fisheries science with at least 10 years of proven experience in survey implementation, database development, quantitative data analyses, fisheries development, natural resource economics, social sciences.• Proven experience in developing and implementing SEIA or other related studies, with previous experiences in fisheries sector surveys as an advantage.• Strong analytical, report writing, oral communication skills and ability to work with minimal supervision.• High computer literacy with technical ability to develop data management systems and operate statistical tools (e.g., Microsoft Excel, R).• Excellent interpersonal skills for interacting with government and other stakeholders, and in facilitating stakeholder engagement.• Full proficiency in English is a requirement and working knowledge of Seychelles Creole would be advantageous.• Experience in working with artisanal fishers and in Seychelles and/or the Western Indian Ocean region.Application ProcessThe Seychelles Fishing Authority is now inviting consultants to indicate their interest in providing their services.
