Name of Consulting Assignment:Contract Duration:Development of a Legal Framework for the regulation of Fish Aggregating Device (FAD) in the fisheries sector4 monthsThe Ministry of Fisheries and the Blue Economy (MFBE) has recognised the need to regulate the use of Fish Aggregating Devices (FADs) in the Seychelles’ fisheries sector, to combat growing concerns over the nation’s diminishing fish stocks due to overfishing; the catching of undersized fish around purse seine fishing and to precent the entanglement of marine turtles, sharks and other species. In addition, there is a need to regulate the use of FADs so that the Seychelles is compliant with its international obligations, standards and best practices.As such, MFBE is seeking the expertise of a fisheries legal expert to draft the Seychelles’ FAD Regulations, which will govern the use of FADs in the Seychelles’ fisheries sector for the implementation of this project.For this assignment, MFBE is seeking a Consultant with the following profile, specific qualifications and experience:• Education: A Master’s degree or higher qualification in international maritime law, environmental law, fisheries or natural resources law or other related discipline• Experience: At least 5 years of relevant experience in law of the sea and ocean policies with a focus on fisheries law. Experience in a related field, such as marine conservation, or sustainable development, is highly desirable.• Knowledge: The Consultant should have a deep understanding of fisheries legal issues in the Indian Ocean and international fisheries instruments.• Skills: The Consultant should have excellent drafting skills or experience and analytical skills. Possess good communication and interpersonal skills and the ability to work effectively with diverse stakeholders.• Language proficiency: Fluent or proficient in English is required.• Computer skills: The Consultant should be proficient in using common office software such as Microsoft Office.Other requirements are detailed in the full TORApplication ProcessMFBE is now inviting individual Consultants to indicate their interest in providing their services for the drafting of FAD Regulations.
