REQUEST FOR EXPRESSION OF INTEREST (EOI)
COUNTRY: BOTSWANA
NAME OF PROJECT: BOTSWANA EMERGENCY WATER SECURITY AND EFFICIENCY
CONSULTANCY SERVICES: DETAILED ASSESSMENT AND PRIORITIZATION PLAN FOR LONG TERM WATER SECURITY.

The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance a consultancy for the Detailed Assessment and Prioritization Plan for Long Term Water Security
Background
The Department of Water and Sanitation (DWS) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage an experienced suitably qualified consultant to carry out a Detailed Assessment and Prioritization Plan for Long Term Water Security countrywide.
According to National Water Master Plan Update of 2018 based on Smart Water Management study, the country will experience a water deficit of 114Mm3/annum starting from 2020. It is vital to assess and identify additional water resources and develop a prioritization plan for implementation to meet the national water demand for a period until 2035 and beyond.
The prioritization plan or roadmap must be compatible with the overall national development goals and strategies.
Selection criteria: Only firms that meet the below criteria will be short listed
Eligibility:
- The Consultant must submit notarized or certified copies of Certificate of incorporation or Proof of Registration of the consulting firm, Company Directorship and shareholding
- For Local Consultant they must be registered with the Public Procurement and Asset Disposal Board in the following categories:

- Code 303 Civil Engineering Services with any of the following
- Sub-Codes
- 08-Irrigation, Water Supply and Sanitation/Sewerage
- 03-Infrastructure
- 04-Civil/Structural Engineering

- Code 306 Water Engineering Services with the following
- Sub-Code:
- 02 – Water Resources planning.
- Submit Company’s Tax Clearance Certificate from its country of operation
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of Joint Venture (JV) a Copy of the JV Agreement is required with all parties in the JV required to submit all compliance documents.
- References from previous assignment shall be attached
- Shall demonstrate availability of relevant skills among staff related to the assignment: Evidence of relevant skills for Supporting team of;

- Relevant experience in similar assignments and environments:
- The consulting firm must provide information on projects undertaken in the past ten (10) years with a brief description of each project, Contract Amount and the Employer.
- Along with this, the Consultant must also have completed at least two (2) similar works in Botswana or within the SADC region in terms of scope, complexity and value in the past five (5) years. The two (2) studies or consultancies shall be in any of the below;
- National Water Master Plan Development/Review
- Water and Wastewater Management and Development Project
- Water and Wastewater Resources Planning
- Water Resources Assessment
- Integrated Water Resources Management.
Shortlisting of the Consulting firms will be carried out according to the World Bank Procurement Regulations for Investment Projects Funding (IPF) Borrowers (Regulations), revised July 2016 ("Consultant Guidelines").

Interested parties are required to submit one (1) original and three (3) copies and a soft copy (PDF Format) on a CD of the Expression of Interest document in one sealed envelope marked “Expression of Interest for Detailed Assessment Prioritization Plan for Long Term Water Security Study” addressed to:
