Technical Assistance for Institutional Capacity Needs Assessment and Capacity Development Plans Formulation for the Ministry of General Education and Instruction

- The Government of South Sudan, through the Ministry of Finance and Planning in collaboration with both the Ministry of General Education and Instruction (MoGEI), and the Ministry of Higher Education, Science and Technology (MoHEST), has received grant from the World Bank towards the cost of implementing of project entitled “Building skills for Human Capital Development in South Sudan (BSHCDSS)”- P178654. MoGEI intends to apply part of the grant proceeds hiring of the qualified and competent consultant (herein referred to as “consulting firm”) to carry out institutional capacity assessments as well as preparation, of capacity development plans for the MoGEI (the Head offices of MOGEI, the state Ministries of Education at state level, and education offices in selected counties across the states).
- The consulting services (“the Services”) include: Conducting comprehensive institutional capacity needs assessment; Preparing capacity development plans; Preparing implementation plans and Developing the monitoring and evaluation framework.
- The Ministry of General Education and Instruction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(a) Core business and years in business: The firm shall be registered/incorporated as a consultant and demonstrate experience in conducting institutional capacity needs assessments for national and local level public authorities or a related field for at least ten (10) years.
(b) The firm should demonstrate having been involved in the successful execution and completion of at least three (3) projects of similar nature both in scope and complexity in a similar operating environment in the last ten (10) years. Details of the assignment-Name and address of the client, scope, value, and period shall be provided.
(c) Technical and managerial capability of the firm: The firm shall demonstrate adequate technical capacity, including relevant equipment, tools, software and other resource, and managerial capacity to undertake the assignment in the submitted company profile(s)
- 5. The Consultant(s) will be selected in accordance with the Least Cost Based Selection (LCBS) set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.
- The attention of interested Consulting firms or entities is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing.

Signed Expressions of Interest (EOI), along with a detailed firm profile as per the requirements outlined above, must be submitted to MOGEI by Tuesday, March 18, 2025, at 11:30 AM (Juba local time). Submission packages must be clearly marked "Application for TA Institutional Capacity Assessments and Capacity Development Planning" and can be delivered in person or by email to the address provided below.
