The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP).The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services to the development of Zimbabwe Public Sector Accounting Policies and Accounting Procedures Manual.
The objective of the assignment is to design and develop an Accounting Policies Manual that that focus on recognition, measurement and disclosure requirements of IPSAS accrual based standards to guide Central Government, Local Authorities and applicable State Enterprises and Parastatals (SEPs) , design and develop Accounting Procedures Manual this will involve updating the existing Accounting Procedures Manual taking into account all issued circulars since 1984 and recent developments and lastly do Business Process Re- engineering where the consultancy is expected to review and analyse the current PFM business processes .
The successful consultants will be expected to deliver the following among others : -
- An Accounting Policies Manual
- An Accounting Procedures Manual
- Business Process Re- engineering Report
The estimated period of execution is 7 months.
The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible consultancy firms to indicate their interest in providing these services. Interested consulting firms should demonstrate a minimum of 5 years in public finance management in the Public Sector, including process reviews and the design and development of manuals - Public Sector Accounting Policies and Accounting Procedures Manual. Consultants may constitute joint ventures to enhance their chances of qualification. The shortlisting criteria is :-
- Evidence of company registration;
- Statement of capability, relevant experience and roles in the proposed projects;
- Similar assignments undertaken in similar conditions by type and cost;
- Availability of appropriate skills among staff ; and
Selection will be based on the Consultant's Qualifications (CQS) method set out in the Consultant Guidelines.
Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”)- January 2011 ,revised July 2014.
