The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Support to Zimbabwe Recovery and Resilience Project (ZRRP). The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for Disaster Information Management Officer (IT/Data Analyst) Department of Civil Protection.

The Disaster Information Management (DIM) Officer will be providing ICT technical support to the Department of Civil Protection. The Consultant hired for this technical assistance shall help the DCP staff to ensure that data collection systems and analysis are responsive to the needs of DCP and partners, including other Government Ministries and/or Departments. The Consultant will provide guidance and direction in all information management interventions. Primarily, the Consultant shall be responsible to provide the technical ICT support to the DCP and SPF project activities. Reporting directly to the Director DCP, the Consultant shall be expected to provide technical inputs in the following areas.

The successful individual consultant will be expected to deliver the following among others: -

  • Provide necessary ICT support to the DCP in terms of IT equipment and virtual/ remote connectivity.
  • Support the DCP and other consultants in the designing and operation of Disaster Information Management Systems or Database development.
  • Technical training support to DCP staff in the maintenance of the MIS or Database
  • Support the DCP staff to strengthen their capacities in information management and or data management tools
  • Support project implementation and monitoring activities of the SPF Grant.
  • Support the maintenance and updating of the DCP website content.
  • Data collection and data analytics on the Sendai Framework monitoring indicators
  • Support the management, and maintenance of the DCP communication platforms such as website and social media platforms.
  • Undertake any other tasks as designated by the DCP Director.

The estimated period of execution is 12 months.

The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible individual consultants to indicate their interest in providing these services. The shortlisting criteria is: -

  • Minimum academic requirement of a first degree from a recognized academic institution in Information Management, Information Systems, and Information Technologies Possession of a Master’s degree in the above fields is an added advantage.
  • Demonstrable experience of working in data gathering, analysis, database and information management functions, including prior experience of designing information management systems and databases;
  • Proven prior experience and in-depth understanding of, and operational knowledge of, the Bank and Government of Zimbabwe;
  • Advanced knowledge of Windows and MacOS, Microsoft Office (Word, Excel, PowerPoint, Access, etc);
  • Strong knowledge of and experience with designing, developing and enhancing web-based software (website content management);
  • Proven skills in networking services and IT systems management;
  • Proven ability to communicate effectively and develop written content and presentations for different audiences;
  • Demonstrated professional/technical skills and project management experience, trouble shooting and problem-solving capabilities with respect to clients, superiors and peers;
  • Ability to work in a team with demonstrated interpersonal skills, but to also take ownership of assigned tasks, work independently, requiring only general guidance even on complex issues;
  • Willingness to travel extensively within Zimbabwe;
  • Proven strong leadership and communication skills and ability to work cross‐sector and lead inter‐ disciplinary teams;
