REQUEST FOR EXPRESSION OF INTEREST (FIRMS):

The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance a consultancy for the finalisation of the National Water Conservation and Demand Management Strategy Document for Botswana.

Background

The Department of Water Affairs (DWA) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage an experienced consulting firm in Water Resources Management to offer professional services for the finalisation and technical assistance on the development of the National Water Conservation and Demand Management Strategy Document for Botswana.

Selection criteria: Only firms that meet the below criteria will be shortlisted

ELIGIBILITY

  • The Consultant must submit notarized or certified copies of Certificate of incorporation or Proof of Registration of the consulting firm, Company Directorship.
  • For Local Consultants they must be registered with the Public Procurement and Asset Disposal Board, (PPADB) Code 313 (Environmental services) Sub Codes -05 (Natural resource planning and management) and 06 (Environmental policy and legislation)

or

Code 306 – Water Engineering Services, Sub code 02 – Water Resource Planning

  • The Consultant must provide Tax Clearance Certificate from its country of operation
  • Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and references must be attached. In case of Joint Venture (JV) a notarised Copy of the JV Agreement is required. In case of Joint Venture (JV) a Copy of the JV Agreement is required with all parties in the JV required to submit all compliance documents.
  • Must demonstrate availability of relevant skills among staff related to the assignment: Evidence of relevant skills for Project Team Leader (Water Conservation Specialist, proven experience in developing and/or implementing water related strategy/policy framework especially in developing countries), Water Resources Specialist/ Planner and Social Specialist.

Relevant experience in similar assignments and environments:

  • The consulting firm must have at least fifteen (15) years’ experience in water resources management of which 3 years should have been on the development or implementation of water conservation and demand management strategies at national or regional level.
  • The consulting firm must provide information on projects undertaken in the past ten (10) years with a brief description of each project, funding source(s), Contract Amount and the Employer.
  • Along with this, the Consultant must also have completed at least one (1) similar work in terms of scope, complexity and value in the past fifteen (15) years.

Shortlisting of the Consulting firms will be carried out according to the World Bank Procurement Regulations for Investment Projects Funding (IPF) Borrowers (Regulations), revised July 2016 ("Consultant Guidelines").
