The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance a consultancy for the Feasibility Study for Managed Aquifer Recharge (MAR) at Palla Road Wellfield
Background
The Department of Water Affairs (DWA) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage an experienced consultant to carry out a Feasibility Study of Managed Aquifer Recharge (MAR) at Palla Road Wellfield in Botswana. Past groundwater resources development initiatives and studies have mainly concentrated on the development of fresh groundwater resources which now at a risk of depletion.
Three (3) MAR experimental and three (3) MAR monitoring boreholes are to be drilled strategically in order to understand the aquifer thickness. Water Samples will be collected from these boreholes and all other existing boreholes for testing and analysis for quality. Reports with supporting geographic information system files, database files, and digital data on the quantity, quality and distribution/location of water species will be submitted. DWA staff will be trained in groundwater assessment, management methodologies and modelling.
Selection criteria: Only firms that meet the below criteria will be short listed
Eligibility:
- For Local consultant they must be registered with the Public Procurement and Asset Disposal Board in the following categories:
Code: 306 Water Engineering Services
Sub-codes: 01 – Groundwater mapping, 02 – Water resource planning, 03 – Borehole siting and 04 – Borehole Logging
- The Consultant must submit notarized or certified copies of Certificate of incorporation or Proof of Registration of the consulting firm, Company Directorship.
- The Consultant must provide Tax Clearance Certificate from its country of operation
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and references must be attached. In case of Joint Venture (JV) a notarised Copy of the JV Agreement is required
- Must demonstrate availability of relevant skills among staff related to the assignment: Evidence of relevant skills for Project Team Leader (Groundwater Resources specialists), with a supporting team of; a Geophysical/Hydrogeological/Geochemical, Groundwater modeling and GIS professionals.
Relevant experience in similar assignments and environments:
The Consultancy firm should display that within the last ten (10) years they have performed projects or consultancies in water resources planning, development and management in Botswana or within the SADC region. Acceptable similar projects are:
- At least one (1) Feasibility Study for Managed Aquifer Recharge/Artificial Recharge Project
- At least one (1) Feasibility Study that includes Groundwater Resource Potential Assessment
- At least one (1) feasibility study on Aquifer Delineation
- At least one (1) consultancy project on Numerical Groundwater modelling
- At least one (1) consultancy project on development of Integrated Water Resources Management Plan.

Expression of Interest documents are to be hand delivered or couriered to the above address before or at 1000hrs Botswana Local Time on the 31st January 2019. LATE SUBMISSIONS and EOI NOT IN ENGLISH WILL NOT BE ACCEPTED, neither will submissions received via telephone, telex or facsimile.
Firms that had responded to the earlier Request for Expressions of Interest that closed on 4 January 2019 published in Botswana media need not re-submit EOIs"
Selection Criteria
Shortlisting of the Consulting firms will be carried out according to the World Bank Procurement Regulations for IPF Borrowers (Regulations), revised July 2016 ("Consultant Guidelines").
