(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

Assignment Title: Environmental and Social Specialist

Reference No: SC-PDCS-433804-CSQCBS.

The Ministry of Agriculture, Climate Change and Environment has received financing from the World Bank toward the cost of the Seychelles Solid Waste Management Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

(i) To prepare environmental and social risk management instruments under the responsibility of the Project Implementation Unit, as set out in the Environmental and Social Commitments Plan (ESCP) prepared for the project

ii) liaise with the design, build and operate engineering consultant to be recruited by under Component 1 of the project, for preparation of an Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) for the redesign of the landfill site, in line with World Bank Environmental and Social Standards; and

(iii) be responsible for providing guidance in the preparation and implementation of site specific environmental and social risk management tools during the implementation stage.

The responsibility of the Environmental and Social specialist also includes the monitoring and follows up on compliance with the environmental and social management plans to mitigate potential impacts of the project. The Environmental and Social specialist will work in close collaboration with the project coordinator and procurement specialist in the PIU, design and supervision engineers to ensure the integration of environmental and social aspects in all components of the project.

Specific duties and responsibilities:

The Environmental and Social specialist will undertake the following duties and responsibilities:

  • Ensure environmental and social measures are included as part of the bidding documents and the technical assistance studies to be prepared under Component 2 of the project.
  • Conduct public consultation meetings as needed in line with the Project Stakeholder Engagement Plan to ensure that consultations are inclusive, transparent, and culturally sensitive, with adequate representation from marginalized and vulnerable groups.
  • Coordinate and review monthly environmental and social reports with the supervision engineer to ensure close follow-up with environmental and social compliance issues.
  • Prepare and consolidate quarterly environmental and social reports to be submitted to the World Bank for review.
  • Conduct periodically monitor with the supervision engineer on the implementation of site-specific environmental and social risk management tools such as ESMPs by the contractor.
  • Manage project related environmental, social, health and safety incidents with the supervision engineer and contractor, by promptly notifying the World Bank, participating in incident investigations and monitoring and reporting on corrective actions and closure of the incident.
  • Establish and manage a grievance redress mechanism (GRM) to address complaints and grievances from project-affected communities and from workers in a timely and transparent manner. Ensure that affected persons and communities have access to appropriate channels for raising concerns and seeking remedies.
  • Integrate gender considerations into all aspects of project design, implementation, and monitoring to promote gender equality and women's empowerment.

The Programme Development and Coordination Section (PDCS) within the Ministry of Agriculture, Climate Change and Environment now invites eligible consulting individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
