Assignment Title: Consultancy Services for the Post-Disaster Needs Assessment Training to the Government of Zimbabwe Civil Protection Committees

The Government of Zimbabwe (GOZ) has received financing from the World Bank towards the implementation of the SPF: Support To Zimbabwe Recovery And Resilience Project and intends to use part of the funding to finance consultancy services to provide Post Disaster Needs Assessment (PDNA) training to the GoZ.
Background: The Department of Civil Protection (DCP), mandated with coordinating DRM, is decentralized, relying on Disaster Risk Management (DRM) coordination led at provincial, district, ward, and village levels. Disaster response utilizes two distinct coordination structures anchored in separate institutions, including (1) the National Civil Protection Committee, predominantly responsible for leading flood response and DRM policy, and (2) the National Food and Nutrition Council, under the coordination of the Office of the President and Cabinet and oversees drought management and response. The Meteorological Services Department forecasts and supports the management of weather-based disasters, informing weather advisories for agriculture, DRM, and water resources.
The main objective of this assignment is to provide PDNA training to staff of the DCP within the Ministry of Local Government and Public Works, as well as national, provincial, and district civil protection committees. The training outcomes for participants are:-
- To understand the PDNA methodology and apply it to one key sector or cross-cutting issue.
- To conduct the cost estimates of damage, loss and recovery needs for each sector of analysis.
- To understand the importance of conducting the human and macroeconomic impact assessment.
- Learn how the PDNA informs the Disaster Recovery Framework (DRF)
The GoZ, through the Ministry of Finance and Economic Development, now invites eligible consulting firms (Consultants) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consulting firm must have and demonstrate the following requisite skills and experience in the last five years. The short-listing criteria are:
- Evidence of company registration, ownership, and shareholding;
- At least two (2) similar assignments, demonstrating experience in PDNA training delivery;
- Demonstrated technical capability and experience in post crisis recovery and planning; and
- Experience working in Zimbabwe would be an asset.
NB: In addition, interested Consultants are required to submit notarized or certified copies of Certificate of incorporation or Registration of the consulting firm and Company ownership (Directors and shareholders) of the company/Consulting firm
Selection will be based on the Consultants’ Qualification (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers (2018).
The attention of interested Consultants is drawn to paragraph 3.14 of the Regulations setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
