Description

ASSIGNMENT TITLE: PROVISION OF CONSULTANCY SERVICES FOR REVIEW AND STRENGTHENING OF THE ENVIRONMENT, SOCIAL, HEALTH AND SAFETY MANAGEMENT SYSTEMS (ESHSMS) AT UNRA.

The Government of the Republic of Uganda has received a grant of US$130.8 million from the World Bank towards the cost of supporting its Refugee Resettlement Programme, and intends to apply part of the proceeds for Consulting Services for Review and Strengthening of the Environment, Social, Health and Safety Management Systems (ESHSMS) at UNRA.

The Consulting Services ("the Services") to be provided include;

(i) Undertake a gap-analysis with the aim of closing all identified gaps in the existing system.

(ii) Upgrade the Safety Management System (SMS) from OSHAS 18001 to ISO

45001.

(iii) Integrate the Safety Management System (SMS) with the Environmental and

Social Management System (ESMS).

(iv) Develop new standards, procedures, guidelines that may be currently missing in the existing manuals.

(v) Institute ESHS performance measurement mechanisms. Set objectives and targets for implementation.

(vi) Review the projects' Environment, Social, Health and Safety Management

Systems and advise on continuous improvement.

(vii) Develop reporting and document control mechanisms for Environment, Social, Health and Safety Management.

(viii) Review contractor Health and Safety management mechanism.

(ix) Establish collaborations with the Ministry of Gender Labour and Social Development, NEMA and OHS professional bodies, both national and international.

(x) Build capacity of UNRA staff through development an Environment, Social Health and Safety Awareness program based on the organizational gaps, and develop a corresponding training manual.

The awareness should focus on;

• Overview awareness on integrated management systems.

• Emphasis on roles of management including Top Management Team and

Senior Management Team.

• Training of management systems champions.

• Training of system Internal Auditors.

• Training Occupation Safety and Health committees at UNRA Headquarters and Stations and at project levels.

• Develop training manuals for continued use post project life.

(xi) Develop and implement a Continuing Professional Development (CPD) program for UNRA staff that execute ESHS duties and manage the ESHS MS.

(xii) Monitor, Mentor and evaluate implementation of the ESHS management system.

(xiii) Support in conducting annual Internal Audits for continual improvement.

(xiv) Coordinate the Management review process and support Management in the implementation of corrective actions to the non-conformances.

(xv) Prepare Terms of Reference and procure service provider for Certification

Audit in ISO 14001 & 45001.

(xvi) Support UNRA Management in the correction of Non-conformances leading to certification in ISO 14001 &45001

The total duration of Review and Strengthening of the Environment, Social, Health and Safety Management Systems (ESHSMS) at UNRA services is expected to be Two (02) Years (Renewal to maximum of three years). The services will be carried out intermittently throughout the project period as per the specified staff months input.

The Uganda National Roads Authority now invites eligible Consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm's capability and experience are:

Qualification of Firms

Interested firms must provide information indicating that they are qualified to perform the services described above by providing evidence of assignments of at least three (3) of similar nature and scope conducted in the last 10 years.

The Consultants should demonstrate that they successfully completed at least 2 no. assignments of a similar nature and within similar environments as is found in Developing countries and are familiar with Safeguard requirements of international development partners especially the World Bank will be an added advantage.

lncase of a Joint venture, each of the firms should have the required experience and staff. Firms in associations/ sub consultancy should demonstrate their contribution in terms of experience and staff.

Finally, the eligible consultants should constitute an appropriate team, indicating the appropriate skills in developing and implementation of ESHS MS, as shown below.

  • Team leader (Certified Trainer)

Required Education Qualifications and skills:

./ Professionally Qualified Integrated Management Systems Specialist, preferably

ISO 14001 & 45001 systems auditor

./ Post Graduate Qualification in environment related or Health and safety or engineering field will be an added advantage;

./ Certified Management System Trainer

./ Qualification in Training of Trainers .

./ Excellent written and verbal communication skills in English.

Specific professional experience

./ At least 15 years' working experience in developing, training and auditing Integrated Management Systems (IMS), at least 5 of which should be from developing countries .

./ Working knowledge of the ISO Standards and IMS principles

./ Demonstrated experience in developing or improving IMS for infrastructure projects in developing countries .

./ Experience working with different safeguard standards of international funding

agencies .

./ Experience in training in different organisation staff for Management system requirements and Internal Auditing.

  • Environment Management Systems Specialist

Required Education Qualifications and skills:

./ Professionally Qualified Management Systems Specialist, preferably ISO 14001

Environment systems implementer and auditor

./ Post Graduate Qualification in environment related field

./ Excellent written and verbal communication skills in English.

Specific professional experience

./ At least 10 years' working experience in developing and auditing environment management systems, at least 5 of which should be from developing countries .

./ Working knowledge of the ISO Standards and EMS principles

./ Demonstrated experience in developing or improving management systems for construction projects in developing countries in a sector where environment and social issues are treated in high regard .

./ Experience working with different safeguard standards of international funding

agencies .

./ Experience in mainstreaming environment and safeguard requirements in the operations of a construction project/organisation.

  • Safety Management Systems Specialist

Required Education Qualifications and skills:

./ Professionally qualified and certified Safety Management Systems Specialist with proven knowledge of operationalisation and auditing of OSHAS 18001 and ISO

45001

./ Professional training in safety from a reputable international organisation

./ Post graduate qualification in Engineering, Environment or Health and Safety related field is an added advantage .

./ Excellent written and verbal communication skills in English

Specific professional experience

./ At least 10 years' working experience in developing and auditing safety management systems, at least 5 of which should be from developing countries .

./ Working knowledge of the ISO Standards and SMS principles

./ Demonstrated experience in developing or improving management systems for construction projects in developing countries in a sector where environment and social issues are treated in high regard .

./ Experience working with different safeguard standards of international funding agencies .

./ Experience in mainstreaming safety requirements in the operations of a construction

projects/organisations.

  • Social Development specialist

Required Education Qualifications and skills:

•./ Professionally qualified Social Management Systems Specialist with proven knowledge of operationalisation of Social Management systems .

./ Qualification in resettlement planning and social risk management

./ Post graduate Degree in Social sciences or related field

./ Excellent written and verbal communication skills in English

Specific professional experience

./ At least 10 years' working experience in developing social management systems, at least 5 of which should be in infrastructure development projects in Developing countries .

./ Proven experience in mainstreaming social risk management and resettlement planning and implementation in infrastructure development projects .

./ Working knowledge of the ISO Standards principles

./ Experience working with different safeguard standards of international funding agencies/development partners.

The attention of interested Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 revised November 2020 (Procurement in Investment Project Financing: Goods, Works, Non-consulting and Consulting Services), setting forth the World Bank's policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead/Sub-consultancy. Consultants shall indicate whether the association is a Joint Venture and/or Sub-consultancy. In the case of a Joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the World Bank's Procurement Regulations for IPF Borrowers July 2016 revised November 2020.
