(CONSULTING SERVICES – FIRMS SELECTION)

CREDIT NO. 6754-UG/GRANT NO.: D701-UG

ASSIGNMENT TITLE: PROCUREMENT OF SERVICE PROVIDERS TO IMPLEMENT ACCELERATED EDUCATION PROGRAMME (AEP) IN 8 CENTRES UNDER THE UGANDA SECONDARY EDUCATION EXPANSION PROJECT (USEEP).

The Government of the Republic of Uganda has received financing from the World Bank towards the cost of the Uganda Secondary Education Expansion Project (USEEP), and intends to apply part of the proceeds for procurement of service providers to implement Accelerated Education Programme (AEP) in 8 centres under the Uganda Secondary Education Expansion Project (USEEP) separated into two assignments as below:

Assignment 1.

a) Kikuube -Kiziranfumbi SS

b) Kamwegye - Biguli SS

c)Kyegegwa – Bugjubuli SS

d)Kampala- Old Kampala SS.

Assignment 2.

a) Kiryandongo – Panyandopl Self-Help SS

b) Madiokollo -Okollo SS,

c)Koboko- Longira SS

d)Adjumani - Ofua SS.

The consulting services (“the Services”) include; providing students who have missed the opportunity to enroll in lower secondary school at the appropriate age or who dropped out of school for various reasons (displacement, pregnancy, etc.), with a fast-track learning opportunity to ‘catch-up’ and re-join students of the same education level group in lower secondary. The service provider will put in place and operate functional AEP centres in existing secondary schools in refugee and host communities as shown in above the above lots.

The Ministry of Education and Sports now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A service provider/s with at least 3 years’ experience and a track record in implementation and administering AEP at lower secondary education level.
  • Proven experience of having implemented activities in the different refugees and host communities, including undertaking assignments in designing and implementing programs that target vulnerable persons and other related issues, within the last eight years.
  • Presence of core competences of; Country Director/\Chief Executive/Executive Director; Head of Programs/Program Officer; Finance and Admin Officer; Human Resource (HR) officer; Monitoring, Evaluation, Accountability and Learning (MEAL); Communication Officer (CO); AEP Lead Teacher and AEP Teachers
  • Having connection with community organizations within the refugee and host districts with AEP lower secondary evidenced by with signed MoUs or Agreements.

Key Experts will not be evaluated at the shortlisting stage.

Both assignments will be executed simultaneously. Hence, in order for a firm shortlisted in both packages to be contracted for both packages, it must propose different Key Experts in each package in both Technical and Financial Proposals once issued with the RFP.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, and should indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations for IPF Borrowers” dated November 2020.
