GENERAL PROCUREMENT NOTICE UGANDA UGANDA LEARNING ACCELERATION PROGRAM (U-LEARN) EDUCATION SECTOR GRANT NO: C8807 AND CREDIT NO: 7779-UG PROJECT ID NO. P179397 The Government of Uganda through the Ministry of Education and Sports (MoES) has received financing in the amount of US$324.8M (United States Dollars Three Hundred Twenty Four Million Eight Hundred Thousand only) equivalent from the Global Partnership for Education and International Development Association supervised by the World Bank towards the cost of the Uganda Learning Acceleration Program (ULEARN). The Program aims to improve teaching and learning in Early Grade Reading (EGR) in targeted schools, improve learning environments in target schools, and increase the coverage of the Education Management Information System (EMIS) in Uganda. ULEARN is composed of two parts. Procurement under part one will be follow the Public Procurement and Disposal of Public Assets Act 2023 CAP 205 and Regulation 2023 as amended. Part 1: The Program for Results/P4R The program consists of the following activities a. Quality Teaching and Learning Development and delivery of (i) teaching and learning materials including supporting the revision, production and distribution of Early Grade Reading (EGR), Kiswahili materials and development of digital content, (ii) practice-based teacher training through the Teacher training institutions, (iii) in-classroom teacher support through development of a classroom observation tool and requisite training (iv) Primary school level curriculum review and development of an Early Grade Mathematics (EGM) program, v) teacher professional development through Continuing Professional Development (CPD), and (vi) two rounds of the National Assessment in Education in P3 and P6 and (vii) two rounds of Early Grade Reading Assessments. b : Equitable Access to Improved Learning Environments, Promoting equitable access to improved learning environments including through (i)rehabilitation, expansion and equipping of selected traditional secondary schools and, primary- and secondary-level special schools and integrated schools (ii) implementing the school greening program through planting trees as part of natural school fencing and (iii) Providing assistive devices for students with disabilities c. Supporting Use of Data for Improved System Management, Strengthening and roll out the EMIS by (i) shifting from a manual process to a web-based centralized system with analytics modules allowing direct and timely data entry by schools and automated production of individual school reports; (ii) providing selected schools with devices and connectivity, train teachers and develop and implement maintenance and support structures for deployment of devices. Part 2: The Project- Investment Project Financing -IPF (i) Provision of comprehensive technical assistance to MoES and Local governments to strengthen Program management and support better achievement of results in part 1 above; and (ii) financing Program and Project implementation activities including training, environmental and social implementation activities, fiduciary and procurement, management, monitoring and evaluation, recruitment of relevant Operation staff. Procurement of contracts in Part 2- Project –IPF will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
