REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES – SELECTION)

COUNTRY: REPUBLIC OF RWANDA

Objective: Developing Storm Water Management Master Plan (SWMMP) for the City of Kigali

SOURCE OF FUND: WORLD BANK

The Government of Rwanda is already benefitting from second Urban Development Project (RUDP II) and has applied to the World Bank for assistance in financing another (RUDP11) over a five -year period. The Project aims at supporting critical investments to cope with increased urbanization pressures, deficient infrastructure and services for Development of an Integrated Storm Water Management Master Plan for Kigali.

The Government of Rwanda has applied for financing from the World Bank toward the cost of the Rwanda Urban Development Project (RUDP) and intends to apply a portion of the proceeds for Consultancy Services.

The consulting services (“the Services”) is to Develop of an Integrated Storm Water Management Master Plan for Kigali.

The detailed scope of services can be found in the Terms of Reference (TOR). The TORs will be given to the shortlisted firms in the Request for Proposals through e-procurement portal of Rwanda

in the City of Kigali. Interested Consultant firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Profile of the Firm/Core business and company’s relevant experience in developing of an Integrated Storm Water Management Master Plan for Kigali.

• Firm’s eligibility supporting documents and brochures;

• At least fifteen (15) years’ experiences of the firm in the field;

• List and Description of similar assignments undertaken by the firm in the past years of the same complexity in nature;

• Availability and Summary of qualification and experience of key personnel;

• Valid (ISO) certification

Bidding will be conducted in accordance with the Law N°62/2018 of 25/08/2018 on Public Procurement as modified and completed to date.

Consultant firm may associate with other firm in the form of a Joint Venture with letter of intent allowing joint venture and no any other form of association is allowed

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
