Name of Consulting Assignment:Assessment of the Economic and Social Importance of Seychelles’ Sport and Recreational FisheryTo better understand opportunities and challenges to sustainable pathways for growth, it is important to understand the current and potential economic contributions of existing blue economy subsectors. Sport and recreational fishing is a multi-sectoral activity that plays an important role in both the tourism and fisheries industries. From national census data, it constitutes an important economic activity to the diverse livelihood portfolios of many households. The subsector attracts participation by locals and tourists, bringing in foreign exchange earnings and providing opportunities for employment and business investment. However, quantitative data on the economic contribution of sport and recreational fishing to the country’s economy are lacking.The subsector has the potential to contribute significantly to the blue economy if current pathways for improving sustainability in the main fisheries are met. These pathways include the implementation of fisheries management plans, which will introduce permits and bag limits to the fishery, and the marine spatial planning (MSP) initiative that will introduce enhanced monitoring and controls on fisheries in newly created sustainable-use marine protected areas that extend across most of the fishing grounds utilised by the sport fishery. These initiatives are intended to provide longer-term benefits and opportunities for investment in a sector that is founded on robust environmental, social and governance credentials. As such the Seychelles Fishing Authority is recruiting a consultancy firm to undertake a study on the economic and social importance of the sport and recreational fishery subsector in Seychelles.The objectives of the assignment are to; assess the contribution of the sport and recreational fishery and associated services to Seychelles’ economy and understand the social and business impacts to the fishery that will result from policy and regulatory measures.For this assignment, SFA is seeking a consultancy company with the following profile and specific qualifications:• Company profile demonstrating at least 10 years proven experience in the fields of fisheries development, assessment and management;• Previous company experience with assessing sport and recreational fishery value chains would be highly advantageous;• The Company will comprise key experts holding the following qualifications and experience:• Key expert 1: Master’s degree in fisheries science, or equivalent, with at least 7 years of proven experience in fisheries development, assessment and management;• Key expert 2: Master’s degree in economics with at least 10 years of proven experience in economic planning, natural resource economics or social sciences;• Key expert 3: Master’s degree in statistics or econometrics with at least 10 years proven experience in database development and quantitative data analyses, and• Local expertise recruited to the team would be advantageous.Application ProcessSFA is now inviting consultancy firms to indicate their interest in providing this consultancy service. Expressions of Interest (EOI) shall consist of a cover letter, profile of the company with examples of past related work and curriculum vitae of key experts.
