REQUEST FOR EXPRESSIONS OF INTEREST - (LOCAL HIRE)

Assignment Title: Social Registry and Management Information Systems Enhancement

The Ministry of Gender, Children and Social Protection has received financing from the World Bank, Swedish International Development Agency and Agence Francaise De Developpement toward the cost of the Recovery of Economic Activity for Liberian Informal Sector Employment Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) herein mentioned is the contract: Social Registry and Management Information Systems Enhancement

This contract is expected to run for eight (8) months.

The Ministry now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to execute the assignment. To be shortlisted, all firms must:

  • At least 5 years of proven experience in large-scale social registries or national MIS platforms;
  • At least 3 years of demonstrated expertise in data engineering, system optimization, and cloud architecture;
  • Experience with big data analytics (e.g., Apache Spark, Hadoop), configurable scoring models, or AI-enabled systems in a government or social protection context;
  • Prior work with government or development partners in similar contexts; and
  • Capacity for system maintenance and support

In addition, the firm’s management must include Data Protection/Specialist

with qualifications and experience such as:

  • Demonstrated experience in data protection compliance, data governance frameworks, and cybersecurity best practices for government systems handling sensitive personal data demonstrated;
  • Demonstrated UX design capability for low-literacy and low-bandwidth field users, evidenced by portfolio examples from comparable deployments; and
  • Experience with DevOps practices including CI/CD pipelines, containerization, and system monitoring tools to ensure reliable deployments and ongoing system stability

Applicable Guidelines

The Applicable guideline for this recruitment is: World Bank Procurement Regulations for IPF Borrows dated July 2016, revised November 2020. Attention of interested Consulting firms is drawn to paragraph 3.14 of these Regulations, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the aforementioned Procurement Regulations for IPF Borrowers.
