NATIONAL INFORMATION TECHNOLOGY AUTHORITY-UGANDA Request for Proposal Information Systems (Design, Supply and Installation) Purchaser: NATIONAL INFORMATION TECHNOLOGY AUTHORITY – UGANDA Project: UGANDA DIGITAL ACCELERATION PROJECT – GOVERNMENT NETWORK (UDAP-GOVNET) Contract Title: FUNCTIONAL ENHANCEMENT OF THE PERSONAL DATA PROTECTION OFFICE (PDPO) PORTAL Country: UGANDA Project ID.: P171305 Loan No. /Credit No. 6898 UG RFP No: NITA-U/UDAP/SUPLS/2023-2024/00035 Issued on: 21st March, 2024 • The National Information Technology Authority-Uganda (NITA-U) has received financing from the World Bank toward the cost of the Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET) and intends to apply part of the proceeds toward payments under the contract for Functional Enhancement of the Personal Data Protection Office (PDPO) Portal to support the Project.
- The National Information Technology Authority – Uganda (NITA-U) now invites sealed Proposals from eligible Proposers for Functional Enhancement of the Personal Data Protection Office (PDPO) Portal. 3.
The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of July 2016 revised in November 2020 and revised September 2023, and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Interested eligible Proposers may obtain further information from The National Information Technology Authority – Uganda (NITA-U) and inspect the request for proposals document during office hours 00800 to 1600hrs at the address given below.
- The bidding document in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 200,000 only or equivalent in any freely convertible currency. The method of payment will be by: Electronic Funds Transfer (EFT) bank account number: 006550058000001, Customer Name: National Information Technology Authority, Uganda (NITA-U), account title: NITA-U local revenue expenditure account, Bank Name: Bank of Uganda and Swift Code: UGBAUGKA.
A PDF bidding document shall be sent to the potential bidder electronically upon receipt of confirmation of payment. 6. Bids must be delivered to the address below on or before 10:00 hours local time on 8th May, 2024.
Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend.
Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 10:05 hours local time on 8th May 2024. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. 7.
All Proposals must be accompanied by a Bid Security of USD 6,000 only or equivalent in a freely convertible currency. The Bid Security shall be valid up to 4th December, 2024. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
