The Federal Government of Somalia has received financing from the World Bank toward the cost of Somalia Crisis Recovery Project and intends to apply part of the proceed for consulting services.

The consultancy service aims to assess Mogadishu’s Water and Sanitation Security (WSS) situation from a holistic perspective. The consulting services include (i) data collection, information compilation and analysis (ii) identify future scenarios and avenues for improvement (iii) identify a preferred service delivery model and develop an investment and action plan (iv) build participation in and capacity for change and (v) An economic analysis of improved WSS conditions in Mogadishu. The Consultant will undertake all the specific tasks detailed in the Terms of Reference.

The consultancy service is expected to be conducted and reports delivered within 18 months from commencement.

The Ministry of Finance now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Core business of the firm and years in the business (15 years of cumulative experience of delivering expertise in urban WSS sector development)
  • Experience in conducting similar assignments with at least three (3) over the past 10 years covering Urban WSS service delivery arrangements, Urban planning and services delivery, Regulation and bylaws, including public-private partnership arrangements, Surface and groundwater resources development, distribution and use, Modelling, Infrastructure investments and financial management, Economic analysis of development, Cultural, socioeconomic, and community issues linked to water and sanitation, Development cooperation, capacity-building and institutional frameworks and Demography, climate change and environmental justice linked to water resources development. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount, and financing sources.
  • Experience of relevant services in an environment similar to that of Somalia or fragile states; and
  • The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
