HEALTH, HIV/AIDS & TB PROJECT REQUEST FOR EXPRESSIONS OF INTEREST FOR A FIRM TO CARRY OUT THE IMPACT EVALUATION FOR THE SWAZILAND PILOT CASH TRANSFER SCHEME FOR ORPHANS AND VULNERABLE CHILDREN BACKGROUNDINFORMATION The Government of Swaziland has received financingfrom the International Bank for Reconstruction and Development (IBRD)towards the cost of a five-year Health HIV/AIDS and TB Project in theamount of US$20 Million equivalent. This project is jointly financed by the European Union in the amount of Euro 14.5 million. The Government of Swaziland intends to apply part of the proceeds of this financing to payments under the contract for the Impact Evaluation for the Swaziland Pilot Cash Transfer Scheme for Orphans and Vulnerable Children. The project has three components: the first two, (i) strengthening the capacity of the health sector and (ii) facility-level support to improve access, quality and efficiency of services is implemented by the Ministry of Health (MOH) and the third component, (iii) strengthening of the orphans and vulnerable children (OVC) safetynet is implemented by the Deputy Prime Minister's Office (DPMO). OBJECTIVE The objective of the assignment is to conduct an Impact Evaluation Study of the pilot cash transfer including baseline survey and conducting follow up/impact survey along with process evaluation to provide empirical evidence to Government of Swaziland on the impact of OVC Pilot Cash Transfer Scheme to make an informed decision on whether to continue and expand the OVC Cash Transfer Scheme. BRIEF SCOPE OF ASSIGNMENT The Impact Evaluation Study will measure the impact of the cash transfer on wellbeing of OVC through determining the 1) welfare impacts; 2) human development impacts, 3) the operational effectiveness and 4) generate lessons for potential future expansion of the Pilot Cash Transfer. The DPM's Office now invites eligible consultancy firms to indicate their interest in providing the services. Interestedconsultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are: • Evidence of having carried out similar Impact Evaluation Studies • Evidence of having carried out similar Impact Evaluation Studies in similar conditions • Availability of skills in Impact Evaluation Studies among staff The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. Firms wishing to associate must state clearly the nature of theproposed association (either joint venture or a subconsultancy). The Project will support Swaziland's efforts to address the country's health sector challenges, as outlined by the National HealthSector Strategic Plan (NHSSP) 2008-2013. The objectives of the Health, HIV/AIDS and TB project are to (i) Strengthen the capacity of the Health Sector, (ii) improve access to and quality of health services in Swaziland with a particular focus on primary health care, maternal health and TB, and (iii) increase social safety net access for orphans and vulnerable children (OVC) through a cash transfer pilot. The Health, HIV/AIDS and TB Project has made provision to strengthensafety nets for the orphans and vulnerable children. The Deputy PrimeMinister's (DPM) Office intends to increase social safety nets accessfor OVC by establishing a pilot OVC cash transfer scheme that would be appropriate for the Swaziland context. The capacity to manage the implementation of the Cash Transfer Pilot Project for OVCs is expected to be strengthened. The DPM Office has determined the need of an expert consultant in information system development (ISD) to design anddeploy Management Information System (MIS) for the Swaziland Pilot Cash Transfer Scheme for Orphans and Vulnerable Children. The PM Office now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. TheConsultant is expected to spend a total of approximately 4 staff months over a period of 5 months. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to undertake the work. OBJECTIVES The objective of the consultancy is to provide technical assistance in setting up of MIS including development, administration and maintenance of OVC Cash Transfer Databases and software development & testing activity to support the operations of the cash transfer scheme including a). OVC National Registry, b) Targeting Process, c) Enrolment Process, d) Payments Process, e) Compliance Monitoring Process, f) Case Management Process(Appeals, Grievances and updates), g) Reporting and Indicators and h) MIS administration module. DESCRIPTION OF SERVICES • Develop the application software systems, as instructed based on specifications provided by Information Systems Design and Implementation Consultant & work closely for any design inputs. • In coordination with Information systems design and implementation Consultant, plan, design and implement systems to ensure the regular and ongoing operation and use of OVC Cash Transfer modules. • Plan and manage the test & production environments for the MIS modules. Apply the required operational procedures to ensure an effective and efficient continued operation of OVC Cash transfer MIS environment, which includes all database ancillary processes as well as the hardware systems on which Software & database runs. The Consultant will design and implementthe necessary processes to ensure high availability, high performanceand high security, as baseline quality requirements. This support mayinclude the use of data dictionaries, database and table design, database modelling and development of technical procedures to support the application implementation process • Provide special assessments and analysis of the MIS and Database systems, business processesor organizational matters as and when needed in coordination with theteam. • Perform Integration/ System Testing, Performance Testing, User Acceptance Testing etc. Prepare detailed test cases, prepare test data and execute test cases in Coordination with ISDI Consultant. Prepare test reports of software(s) based on systems specifications & validations performed. Use of periodic data backup and data restore procedures, as part of the standarddata operation. 6. Provide Implementation Documentation on product modules, deployment and SOPs for backup restore for later use by the permanent team. Prepare User Manual of developed system to be handed with training to the Operational users. • The Consultant has tosupport the process of trainings for MIS and Operational Staff on MISmodules and MIS staff on maintenance of system in close coordination with ISDI Consultant. On satisfactory review by the stakeholders, Transfer/Handover of final modules and technical documents on product modules, deployment and SOPs for backup restore. REQUIRED QUALIFICATIONS AND EXPERIENCE: Qualifications: Minimum of a Higher Degree (Masters) or Bachelor's Degree in Computer Sciences, Information Technology or related area. Experience required: At least 5 years of experience as Software Developer, System Engineer, Information Systems Specialist or at least 4 Years of experience asSoftware Developer, System Engineer, and Information Systems Specialist on Cash Transfer Programme MIS. The Cash Transfer scheme includes processes such as, a) OVC National Registry, b) Targeting Process, c) Enrolment Process, d) Payments Process, e) Compliance Monitoring Process, f) Case Management Process (Appeals,Grievances and updates), g) Reporting and Indicators and h) MIS administration module. DESCRIPTION OF SERVICES • Plan, design and implement modules and any software components needed to support OVC Cash Transfer scheme. It will include development of system and module graphical interfaces, web modules, backend database, application reports and statistics, and any software components needed to deliver complete and functional applicationssystems required by the scheme; • Development of all required MIS technical and design documents such as business process documents (workflows, process design, system architecture etc) to ensure that all MIS documentation is updated and available for the support ofproject. • Design, develop and implement system and software technical specification based on OVC CashTransfer Implementation manual and operational requirements and following international best practices and MIS project life cycle. It include modules (but not limited to this) like: OVC National Registry module, Targeting, Enrolment, Payments, Compliance Monitoring, Case Management (Appeals, Grievances and updates), Reporting and Indicators and MIS administration module etc. • Perform all necessary software maintenance, including coding, testing, debugging, upgrading and modifications of software as required during the consultancy period. • Lead the training of MIS and Operational staff on MIS and implement field tests of modules in order to improve and enhance the modules/systems in light of learning from pilot and various field tests. The duration of this Consultancy is two (2) staff months. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to undertake the work. Methodology and Responsibilities The consultant will concentrate his/her efforts on three action areas: A. Review of Existing Payment Mechanisms and Infrastructure: · Review the existing payment mechanism being implemented in various Cash Transfer initiatives in the country. In this connection, the European Union is exploring the possibility of supporting digital transfers for an OVC education grant programme under an initiative separate from this project. The Consultant will coordinate closely with EU initiative to both contribute to and learn from their experience. · Review of Financial/Banking Infrastructure and Technological/Telecommunication infrastructure available in the country, the geographical coverage and efficiency of public and private sector including coverage and capability of pay points, point of sale and retail stores in relation to cash transfer. · The review should also include technological equipment's necessary to facilitate good payment system including smart card, mobile devices along with signal coverage, ATM/Debit Cards, POS machines, decoding and interfacing software assisting in payment transactions. · Review of Swazi context interms of availability, access and use of Technology by different segments of society specially poor and vulnerable both in urban and rural areas. · Cost Analysis of each existing and proposed alternate payment mechanisms, cost comparisons of various options. The analysis also includes administrative and logistical cost for the programme and cost to targeted beneficiary for accessing/collection of payments. · The literature review and bringing best practices in the region suitable for Swaziland is required. B. Propose and Design payment mechanism · Based on the review and analysis under point A, The Consultant will propose the appropriate payment mechanism or combination of payment mechanisms, easy to be integrated with the operational processes, data base, MIS of the project, Case Management (Grievances and complaint redress mechanism) and nationalidentity system. · Design/develop the paymentmechanism for the small pilot which would form the basis for the cashtransfer to all the beneficiaries of Pilot Cash Transfer Scheme. · For each option the administrative arrangements and roles and responsibilities of partners involved in payment process should be clearly defined. · The design/development should include the cost of both setup and running cost of each alternate payment mechanism. · Present the results of analysis and review under point A. and present proposed mechanism througha one-day workshop to all stakeholders. C. Field Testing of Proposed Payment Mechanism: · The Consultant is requiredto be with the project during the field test of the proposed payment mechanism and based on lessons learnt on the field test finalize the proposal for the scale up to the Pilot Cash Transfer beneficiaries. · Development of Final report, including the main lessons, conclusions and recommendations on the way forward and ToRs for the payment service providers for scaling up of payment system. Required Qualification and Experience: The consultant should preferably have: • At least five (5) yearsof experience with payment systems for the safety net programmes. • Knowledge and preferably experience in the design and implementation of Cash Transfer Programs • In depth knowledge of IT based payment solutions, Telecommunication, Management Information Systems (MIS), and evaluation tools. • Knowledge of Financial Sector in the region • At least Master's Degreepreferably in Economics, Finance, Management Sciences, Social Sciences or related areas APPLICATIONS: Submit a detailed copy of updated curriculum vitae (duties inclusive), and references. The MIS Consultant is alsoexpected to test, review and improve the modules during initial phaseof implementation. The assignment also includes assessment of capacity of existing MIS human resources, carrying out trainings for MIS and Operational resources and finally handover all the MIS modules, designdocuments and user manuals. The handover will be such that the Government will have access to the modules/systems to make necessary changes/updates/maintenance when needed. · The MIS Consultant is also expected to bring in international best practices on MIS of cash transfer programs and develop a MIS that is relevant and adequate for the OVC Cash Transfer scheme. The Governmentof Swaziland has applied for financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project and intends to apply part of the proceeds to engage a consultancy firm to support the Deputy Prime Minister's (DPM's) Office, in the design and implementation of a pilot cash transfer scheme for Orphans and Vulnerable Children. The Health project has three components. The first two; (i) Strengthening the Capacity of the Health Sector; and (ii) Facility-level support to Improve Access, Quality and Efficiency of Services, will be implemented by the Ministry of Health and the third; (iii) Strengthening of the Orphans and Vulnerable Children (OVC) Safety Net, will be implemented by the DPM's Office. The objective of the consultancy is to provide technical assistance to the DPM's Office to design and implement a cash transfer scheme for OVC. The services envisaged under the consultancy include: (a) the design of the pilot scheme; (b) the development of an implementation manual, including instruments and guidelines; and (c) support the initial targeting and enrollment of beneficiaries, including training of relevant people and testing of the instruments and guidelines. It is anticipated that the consultancy work will be undertaken within a period of 8 months. The DSW now invites eligible consultancy firms to indicate their interest in providing the services. Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may associate to enhance their qualifications. THE GOVERNMENT OF THE KINGDOM OF SWAZILAND DEPUTY PRIME MINISTER'S OFFICE - DEPARTMENT OF SOCIAL WELFARE PROJECT No. P110156: HEALTH HIV/AIDS AND TB PROJECT REQUEST FOR CURRICULUM VITAE FOR POSITION OF CONSULTANT FOR COORDINATION OF THE PILOT CASH TRANSFER SCHEME Background Information The Ministry of Health and Deputy Prime Minister's Office in collaboration with the World Bank and European Commission has developed a project proposal that will be funded jointly by the World Bank and European Commission. Specifically, the proposed project will: (i) improve access to and the quality of health services in Swaziland with particular focuses on primary health care, maternal health and TB, and (ii) increase social safety net access for OVC. The project will be implemented by the two Ministries through the project implementation/coordination teams. The team will be led by the project coordinator and the under-listed position is tenable at the Deputy Prime Minister'sOffice to enhance project implementation. Applications are invited from suitably qualified candidates forthe following position at the Deputy Prime Minister's Office under the Health HIV/AIDS and TB Project, supported by the World Bank and the European Union. Consultant for Coordination of the Pilot Cash Transfer Scheme Qualification: AMasters Degree in economics, social science or other related field Experience: A minimum of 5 years of experience in design, coordination andimplementation of social safety net programs, preferably cash transfer programs, is required. Experience in implementing operational aspects of social safety net programs, preferably involving cash transfers, is essential. Expertise in the use of related technological tools, as well as delivery of training of instruments and guidelines for cash transfer programs if preferred. Cutting edge technology and other modernmethods of program implementation and delivery (e.g. mobile payment methods, monitoring etc.) will be considered an advantage. Experience in a management capacity in World Bank-funded projects is an advantage.Such experience in Sub-Saharan Africa will be an added advantage. Experience managing other donor-funded projects will be an advantage. Excellent report writing and communication skills are required, as well as experience in working with a variety of institutions and partners and coordinating efforts. Contract Period: The incumbents will sign a two-year performance based contract renewable annually. Main purpose of the job: The objective of the consultancy is to provide technical assistance tobuild the capacity of the Project Coordination Team (PCT) in the DPM's Office to successfully and efficiently coordinate and implement a cash transfer scheme for Orphans and Vulnerable Children (OVC). Duties: The consultant is expected to effectively incorporate him/herself as a member of the Project Coordination Team (PCT) that is responsiblefor the implementation of the pilot scheme in the Deputy Prime Minister's Office. The following activities are the main responsibilities ofthe consultant: (a) Oversee the recruitment of, and provide oversight to, the consultancyfirm that will be hired for the design of the pilot scheme and take part in the training provided under that assignment for targeting and enrollment; (b) Support recruitment of a consultant for the development of a Management Information System (MIS), including the purchase of MIS software, that will eventually form the basis for a national OVC registry; (c) Facilitate the selection of a payment delivery mechanism; (d) Facilitate the process of targeting and enrollment of beneficiaries for thepilot scheme, including training (as necessary) of people on the ground involved in these processes; (e) Facilitate the recruitment and oversight of a firm to undertake the external monitoring and the impact evaluation of the OVC scheme, ensuring adequate timing of these two activities; (f) Facilitate regular meetings with the TC and the PCT and other relevant government staff for successful implementation; (g) Provide guidance to the Project Coordinator on the best way to coordinate, facilitate, and monitor overall project operations, including program planning, implementation, and training; (h) Assist in the preparation of annual work plans and budgets for the component activities, and present these work plans and budgets for review by the TC and the project Steering Committee and the Bank; (i) Review and advise on the preparation of the quarterly progress reports for submission to the Steering Committee and the Bank; (j) Provide guidance on all matters related to the implementation of component 3, including the design of all the steps of the project cycle of the pilot scheme; (k) Provide support to necessary documentation required by the World Bankand the EU (such as regular work plans, budgets, procurement plans, interim financial reports etc.) (l) Make any necessary approved adjustments to OVC scheme documentation; (m) Provide anyother support as necessary for successful implementation of the OVC scheme.
