A new Health, HIV/AIDS and TB project is proposed to support the Government in its commitment to improve the health status of the Swazi population. OBJECTIVES The main purpose of the consultancy is to design, build and implement or adapt from an existing market system, a software inventory management system for the Ministry of Health Biomedical Engineering Unit. For the management and monitoring of maintenance for non-medical and medical equipment, infrastructure and procurement cost of medical equipment and spare parts. SPECIFIC OBJECTIVES • To design/build or adapt from an existing market system a software inventory management system • To train the biomedical engineering unit engineers, technicians and artisans from the central and regional levels in the operation of the system. DESCRIPTION OF SERVICES The consultant will conduct the following activities: • Performa needs assessment on inventory management for the Biomed Engineering unit at Ministryof Health ( including Regional Offices). • Preparea document containing the basic requirements for the implementation of an automated inventory management system. • Preparea GAP analysis inorder to determine the number, types and location of equipment connectivity issues and other related aspects. • Preparea document containing the training needs for the Biomedical Engineering unit (including Regional levels) to manage the system. • Design,build and implement or adapt and implement an inventory management system (software) for the Bio-Medical Engineering Unit. REQUIRED QUALIFICATIONS AND EXPERIENCE: MOH of Swaziland will require a consultant with the following qualifications: • Degree from recognized University, in Information Technology, or equivalent, a Masters Degree will be an added advantage. • Experience of not less than seven (7) years in software development or adaptation or in software programming. • Not less than three proven successful contracts experience in software design/adaptation and implementation during the last five years in developing countries. Experience in the SADC region will be an added advantage. • Consider including previous experience in developing or maintaining an asset management system. Conduct a series of consultations with relevant stakeholders, including but not limited to: · Ministry of Health officials in charge of health financing. · Ministry of Health Regional Administrators. · Policy Makers, Legislators and other relevant governmental bodies. · International Partners (WHO, Clinton Health Access Initiative, ICAP, United Nations Development Programme and other UN agencies related to health care access and financing, PEPFAR etc.). · Ministries of Finance and Economic Planning and Development. · Private Sector. iv. Assist in improving the quantity and quality of information of health financing in general in Swaziland v. Conduct training workshop with MOH health planning unit, regional health administrators, senior management and sectoral officers from central agencies on Health financing policies and models emphasizing the proposed policy and models for Swaziland. vi. Prepare a national health financing policy, working with the focal person in the health planning unit and assigned task team, including the definition of the most suitable models for PHC and Hospitals financing in Swaziland context, as well as the required set of tools and the outline of the basic regulatory framework for each selected health financing model. vii. Prepare a presentation on the proposed health financing policy, and selected models (tools and outlinedbasic regulatory framework) to relevant MOH staff and stakeholders. viii. Define the criteria for the implementation of the proposed new health care financing policy and health care services financing models. ix. Prepare all the necessary documents, tools, and basic regulatory framework, which will include the logic framework, implementation plan and M&E framework for the selected health care financing models. x. Build capacity of Health Planning unit officials in the usage of the different models for health care financing (PHC & Hospitals). xi. Develop an organizational and functional (including professional profiles and capacity requirements) proposal to establish a health financing sub-unit within the health Planning Unit of the MOH. xii. Coordinate, collaborate and act as a facilitator of the health financing Technical Working Group to assist in formulation of the new national health sector Strategic Plan 2014-2019. REQUIRED QUALIFICATIONS AND EXPERIENCE. i) Master's degree in Public Health, Health Economics, Development Economics, Business Administration or equivalent qualification. ii) Experience of not less than seven (7) years in health care financing policy formulation, as well as in development of health care services financing models (Including PHC and Hospitals) in developing countries. The Government of Swaziland has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project in the amount of US$20 Million equivalent, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and Delivery of Motor Vehicles- Lot 1: Four (4) 4x4 Ambulances and Lot 2: Four (4) 4x4 Double Cabs with Canopy.This contract will be jointly financed with the European Union in the amount of Euro 14.5 million 2. The Health, HIV/AIDS and TB Project now invites sealed bids from eligible and qualified bidders for: Supply and Delivery of Motor Vehicles: Lot 1: Four (4) 4x4 Ambulances Lot 2: Four (4) 4x4 Double Cabs with Canopy 3.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement of goods, works and non-consulting services under IBRD Loans and IDA Credits" dated January 2011 and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 4. Interested eligible bidders may obtain further information from the Health, HIV/AIDS and TB Project and inspectthe Bidding Documents at the address given below at 9 (a) from 9.00 am to 16.00 pm local time. 5. Qualifications requirements include: i) Provide copies of audited accounts for the past three financial years (2010 to2012); ii) Documentary evidence of having supplied similar items (by value, quantity and specification) to at least two other Purchasers during the past two years this may be in the form of a statementfrom the purchaser/customer or a copy of a signed delivery note; iii) Documentary evidence that after sales service and support will be available for all items offered; and A margin of preference for certain goods manufactured domestically shall not be applied. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address given at 9 (a) and upon payment of a non refundable fee of FiveHundred Emalangeni (E500) or equivalent in any freely convertible currency at the prevailing exchange rate.
