Ministry of Commerce, Trade and Industry REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FIRMS SELECTION NAME OF PROJECT: TRANSPORT CORRIDORS FOR ECONOMIC RESILIENCE (TRACER) Project ID No: P180801 NAME OF THE ASSIGNMENT: DESIGN REVIEW AND SUPERVISION OF CONSTRUCTION OF THE ONE STOP BORDER POST (OSBP) AT NAKONDE – ZAMBIA/TANZANIA BORDER CROSSING The Government of the Republic of Zambia (GRZ) has received funding from the World Bank (WB) to undertake consultancy services for the Review and Supervision of Construction of the Nakonde One Stop Border Post (OSBP) under the Transport Corridors for Economic Resilience (TRACER) project. Nakonde border is a major border on the North South Corridor through which international cargo and bulk commodities between Tanzania, DR Congo, Zimbabwe, Botswana, and on to South Africa pass through. The improvement of the border facilities at Nakonde would contribute to an increase in trade between Zambia, its immediate neighbors and those countries that benefit from the North–South Corridor. GRZ intends to utilize the services of an Independent Environmental Consulting Firm to review designs and BOQ including the supervision of works. The Ministry of Commerce, Trade and Industry (MCTI), an implementing agency of the Client, intends to apply a portion of the proceeds of these funds to eligible payments under the contract for which this REOI is issued. Payments by the Bank will be made only at the request of the National Road Fund Agency (NRFA) and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the Financing Agreement for the Transport Corridors for Economic Resilience (TRACER) project. The Financing Agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the financing agreement or have any claims to the proceeds of the grant. The MCTI as the implementing agency now invites consulting firms ("Consultants") to indicate their interest in providing the required Services: Interested Consultant Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The objective of the proposed consultancy services is to carry out a design review in line with engineering practice, social, and health and safety (ESHS) requirements. The consultant will be retained to carry out construction supervision and all related work during construction stage. The assignment covering design review and construction supervision has an estimated duration of thirty (30) months. This period includes consultant’s activities related to defects liability and the period for the required review and acceptance of the outputs by the Client and the World Bank. The assignment is expected to commence in November, 2025 and is expected to be completed within the fourth quarter of the year 2027. The selection criteria required to demonstrate qualifications and relevant experience to perform the Services include (i) Experience of the firm in carrying out Similar Assignments, i.e. Design Review and Supervision of Works of similar magnitude.
