Republic of Mozambique Ministry of Planning and Development National Directorate for Planning Pilot Program for Climate Resilience (PPCR) in Mozambique     FORESTRY, PORTS, TOURISM & URBAN WATER SUPPLY INFRASTRUCTURE     REQUEST FOR EXPRESSION OF INTEREST     Short-term Consulting Firm Services Required for Promoting Private Sector Climate Change Adaptation     IDF Grant No. TF098872 Project ID No. P125225   1.        The Strategic Climate Fund (SCF) is a multi-donor trust fund within the World Bank's Climate Investment Funds. The Pilot Program for Climate Resilience (PPCR) is one component of the SCF and focuses on piloting interventions in developing countries to improve climate resilience.These interventions will be country-led, with the ultimate aim of integrating climate change adaptation into national development planning and investment programs.    2.        The PPCR is being implemented in 2 phases. Phase 1 focused on developing a national Strategic Program for Climate Resilience (SPCR) including a range of adaptation projects. Phase 2 started in the second half of 2011 and focuses on implementing the SPCR and piloting the adaptation projects.   3.        The International Finance Corporation (IFC) is managing the PPCR component focused on promoting climate change adaptation in the private sector. Four key focal areas have been identified in collaboration with other multilateral development banks (MDBs) and donor partners. These are: i) forestry; ii) ports; iii) tourism; and iv) urban water supply infrastructure.   4.        These key focal areas are affected by the following climate change-related impacts, as applicable: i) increase in temperature; ii) increase in rainfall variability; iii) increase in frequency of floods, droughts and wildfires; iv) sea level rise; v) increase in mean sea temperature; and vi) increasein intensity and frequency of tropical cyclones and storm surges. Adaptation is therefore required to increase climate resilience to these negative impacts.   5.        Eligible consultants/firms are required to identify, cost and provide technical descriptions of private sector interventions that will build resilience in forestry, ports, tourism and urban water supply infrastructure. These would be four simultaneous but separate studies over a maximum of 40 days each. Preference will be given to firms who are able to conduct and manage all four separate studies. However, individual consultants with expertise in the specific focal areas will be considered for separate studies. Interested consultants/firms are now invited to submit their expression of interest providing information regarding their qualifications to undertake the studies (inter alia brochures, description of similar assignments successfully undertaken, availability of appropriate skills among staff, overall years of experience in the field, including working experience in Portuguese).   6.        The consultants/firms will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006 and May 2010).    7.        Interested consultants/firms may also obtain this request of expression of interest on the UN Development Business and dgMarket websites.   8.        Envelopes containing the expression of interest must be clearly addressed as follows: Promoting Private Sector Climate Change Adaptation – PPCR Ref No EOI- 002/CS/PPCR/DNP/MPD/12 Expression of Interest   9.        Expressions of interest must be delivered to the address below by July 30, 2012 at 2.30pm, Mozambique's time.
