ROAD TRANSPORT AND SAFETY AGENCY REQUEST FOR EXPRESSION OF INTEREST (INDIVIDUAL CONSULTANT) PROJECT NAME: Transport Corridors for Economic Resilience (TRACER) Grant No: E2930 ZM Project ID No. IDA E2930 Assignment Title: Consultancy Services for Technical Advisory & Development Of Terms Of Reference For The Design Phase Of The Smart Corridor Project Reference No. ZM- RTSA-462199-CS The Government of the Republic of Zambia has received financing from the World Bank toward the cost of the Transport Corridors for Economic Resilience (TRACER) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include providing technical advisory support and developing the Terms of Reference (ToRs) for both the design consultant and a Technical Advisor firm for the SMART Corridor project. The SMART Corridor aims to enhance transport efficiency, road safety, and trade facilitation along key regional corridors, particularly the Lusaka–Nakonde section of the Dar es Salaam corridor. This consultancy is expected to be undertaken within a period of 4 weeks. The individual consultant will work closely with the Road Transport and Safety Agency (RTSA) and other key stakeholders to ensure that the ToRs align with project objectives. The scope of work includes reviewing relevant project documentation, engaging with stakeholders, drafting the ToRs for the design consultant and the Technical Advisor, incorporating feedback, and finalizing the ToRs for use in procurement. The consultancy will also include providing technical advisory support to RTSA during the ToR preparation process. The Road Transport and Safety Agency (RTSA) now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Educational Background: • Advanced degree in Civil Engineering, Electrical Engineering, Transport Planning, Project Management, Digital Planning, or a related field. • Relevant Experience: • At least 10 years of experience in developing and managing transport infrastructure projects. • Demonstrated experience working on projects related to Intelligent Transport Systems (ITS), traffic management, road safety, tolling systems, and/or trade facilitation. • Experience working with multilateral development banks (e.g., World Bank) and familiarity with their procurement guidelines is an added advantage. • Experience working with government agencies and coordinating with multiple stakeholders on infrastructure projects. • Technical Skills: • Strong understanding of transport infrastructure design and project implementation, particularly digitization of transport systems. • Expertise in drafting comprehensive Terms of Reference, technical documents, and consultancy reports. • Proven ability to facilitate stakeholder consultations and incorporate diverse perspectives into technical documents. • Communication and Coordination Skills: • Excellent communication and presentation skills. • Ability to coordinate effectively with multiple stakeholders, including government agencies and international organizations. • Proven ability to deliver high-quality work within tight deadlines. • Language Requirements: • Proficiency in both written and spoken English. The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Consultant Guidelines. The Agency now invites eligible individual (Consultants) to indicate their interest in providing the services.
